It has been four years since Scottish twee-pop masters Belle and Sebastian have toured (and since they released "The Life Pursuit"), and in that time, they've laid low, save for the release of the early-career spanning "BBC Sessions" compilation in 2008. There's a brand new full-length in the works, however, which will bring the Glaswegians to North American for a short (for now) tour that stops at DAR Constitution Hall October 14. Tickets ($45) go on sale Friday at 10 a.m. through Ticketmaster.
