Arrest in tire-slashings targeting Hispanics
Montgomery County police charged Steven Ray Armstrong, 52, with slashing his neighbor's tires, and are investigating him in connection with a series of hate-based tire slashings going back four years in the Wheaton area, Crime Scene reports.
"It appears that he doesn't like people of Hispanic origin," said Cpl. Dan Friz, a police spokesman.
Detectives have identified 22 victims, 21 of them are Hispanic, Friz said.

Montgomery County police say they have arrested a man they believe has been involved in a series of tire-slashings that appear to target Hispanic residents.
Police said Thursday they arrested 52-year-old Silver Spring resident Steven Ray Armstrong, who they believe has vandalized the cars of 21 different people. Police say the majority of the victims were Hispanic.
Armstrong was charged with malicious destruction of property and race/religious harassment. He has been released on a $3500 bond.
Police say an area resident told them he saw the suspect puncturing the tires of a neighbor’s vehicle in late August. Police found evidence in the suspect’s home relating to the vandalism.
