Jack Johnson says he is innocent

Prince George's County Executive Jack B. Johnson addressed reporters following his appearance in court Friday evening on charges of tampering with a witness in connection with a criminal offense and destruction of evidence in a federal investigation.

"I'm innocent of these charges," Johnson said. "I just can't wait for the facts to come out. When they come out, I'm absolutely convinced I'll be vindicated."

Johnson deflected questions about serving out his term, which ends in December. "I'm the elected executive of Prince George's," he said.

He did not answer other questions.


Jack Johnson charges "tip of the iceberg"

During a news conference Friday evening in Greenbelt, U.S. Attorney Rod Rosenstein said that the investigation is ongoing and authorities expect additional charges to be filed. However, he declined to say who might be charged, which charges might be filed or who some of the cooperating witness might be.

"We don't go on fishing expeditions," said Rosenstein, who added that the investigation was conducted by the FBI, the IRS and other law enforcement agencies.

"This is the tip of the iceberg," said Rosenstein, who added that authorities will interview several real estate developers and government officials over the next several weeks as part of the ongoing investigation.

During a question-and-answer session, Rosenstein said that Election Day played no role in the timing of the arrests. But that "the arrests today were dictated by the defendants," he said.

Jack Johnson charged with witness tampering

Prince George's County Executive Jack B. Johnson and his wife Leslie have been charged with tampering with a witness in connection with a criminal offense and destruction of evidence in a federal investigation. Each offense carries a maximum sentence of 20 years.

The offense occurred today, according to the judge in the case.

Neither has been charged with the bribery alleged in the affidavit, but law enforcement sources said the investigation is continuing and an indictment is likely to follow Friday’s charges.

After brief hearings late Friday, U.S. Magistrate Judge William Connolly ordered Jack Johnson to be released and placed under electronic monitoring. The judge released Leslie Johnson on her own recognizance. Both Johnsons were ordered to surrender their passports.

An investigation was initiated in January 2006 when FBI agents learned that certain real estate developers in the county and their associates were providing things of value to public officials in exchange for official acts favorable to the developers, according to the affidavit. The agents were granted authority for a series of wiretaps from September 2009 to the present.

Through wiretaps, cooperating sources and other information, the affidavit states that beginning as early as 2007, Johnson is alleged to have received money from an unidentified developer to secure federal housing funds for the developer's projects in the county.

On or about Nov. 5, 2010, the same developer allegedly gave Jack Johnson $5,000 in cash for "using his official influence and authority for the benefit of" the developer and his companies. This exchange was recorded on audio and video, according to the affidavit.

In a second encounter today that was also recorded, the same developer gave Jack Johnson $15,000 in cash for similar purposes. The agents entered the room where the payment took place, identified themselves and Johnson told the investigators that the money was for a party to celebrate his tenure as county executive and that he had no business dealings with the developer. Agents took his phone, imaged the phone, returned the phone and Johnson left.

Later, at 10:10 a.m., FBI agents knocked on the door of the couple's Mitchellville home. Leslie Johnson, at home at the time, called her husband on a phone agents were monitoring. Overheard in that conversation, Jack Johnson told his wife to not answer the door and to go into their bedroom to retrieve the $100,000 check.

Leslie Johnson grew frantic.

"Where is the check? Where is the check?" she asked. He repeatedly described a box within a drawer in their bedroom. She asked if it was the box in which they stored liquor and he replied "yes."

Jack Johnson is overheard ordering Leslie Johnson to tear up the check. "Tear it up! That is the only thing you have to do."

Leslie Johnson also asked Jack Johnson whether she should remove cash from the house and he suggested she put it in her underwear. Jack Johnson instructed his wife to "put it in your bra and walk out or something, I don't know what to do," according to the document.

Jack Johnson then again told his wife to tear up the check and Leslie Johnson asked, "Do you want me to put it down the toilet?" And Jack Johnson said, "Yes, flush that."

Agents then heard what they believed was a flushing toilet.

Leslie Johnson then told her husband she had the cash in her bra.

FBI agents entered the home soon after and discovered $79,600 in her underwear, according to the document.

Jack and Leslie Johnson are scheduled to have an initial appearance at U.S. District Court in Greenbelt before U.S. Magistrate Judge William Connelly at 4:15 p.m. and 4:30 p.m., respectively. Charging documents will be unsealed at the hearing.

Spokespersons for Jack Johnson and the Prince George's County Council delivered statements to the press Friday afternoon at the County Administration Building.

"Federal authorities executed a search warrant at the County Administration Building," Johnson spokesman Jim Keary said. "Since that time the county government has been cooperating fully. We do not know what the nature of the investigation is or what the allegations are."

Keary said he was at the doctor's office when his "phone started ringing off the hook" from reporters. He said he hasn't talked to Johnson and did not know if federal agents were in Jackson's offices in the administration building.

Keary said that an executive order specifies that if the county executive is incapacitated Deputy Chief Administrative Officer for Health and Human Services Howard Burnett would serve as county executive in the interim.

"We don't know if anyone needs to stand in for the county executive," Keary said. Johnson's term of office expires Dec. 6. Rushern L. Baker was elected county executive Nov. 2.

"No search has been conducted of homes of any of the other council members, not that we know of," said Karen Campbell, spokeswoman for the council. However, Campbell said she had not been contacted by council members.

Keary said that county employees should not become distracted by the news.

"County employees should just continue to do their jobs," he said.

UPDATE:

Law enforcement agents took Prince George's County Executive Jack B. Johnson from his home in handcuffs shortly before 1 p.m. Friday. Johnson, wearing a camel suit and white shirt, did not address reporters' questions.

Johnson is expected to appear in court later today. Charges are pending.

Federal authorities executed at least 12 search warrants Friday in connection with Johnson's arrest, sources said.

Two sources say his wife, Leslie E. Johnson, was also taken into custody. She was recently elected District 6 council member.

About a dozen cars with Virginia, District and Maryland license plates were parked outside the couple's home Friday morning. Several sedans with men in dark suits are inside Johnson's house in a quiet cul-de-sac in Mitchellville.

Helen Berger, a neighbor, was overcome with emotion at the scene, Avis Thomas-Lester reports. "He's a good man," Berger said. "He's the same as my son. I thought that they were having a party."

A plumber arrived shortly after 1 p.m. saying that he got a call from the FBI asking him to come over. "I'm checking the toilet to make sure there is nothing in them," said Steve Wilson Willsey, of Gene's Plumbing in Harwood.

"They got me looking for evidence," Willsey told reporter Hamil R. Harris.

Willsey said he spent about an hour pulling up Johnson's toilet and separating pipes in hopes of seeing if there was anything stuck to the wax ring that seals the toilet to the floor. "So far I haven't found anything," he said.

Johnson has come under scrutiny for county development deals worth millions of dollars that have gone to people with ties to the county executive. Several of those people had little or no development experience or were given no-bid contracts, according to government records.

Two law enforcement sources say Prince George's County Executive Jack B. Johnson was taken into custody Friday morning by federal authorities. Neither the FBI nor the U.S. attorney's office would immediately confirm.

Two sources say his wife, Leslie E. Johnson, was also taken into custody. She was recently elected District 6 council member.

Federal authorities are executing search warrants Friday at Prince George's County government headquarters, a spokeswoman for the Maryland U.S. Attorney's office said.

The spokeswoman, Marcia Murphy, said she was not authorized to provide further details.

Three sources said federal investigators are serving the search warrants at the County Administration Building in Upper Marlboro.

We voted against Jack Johnson and for Rushern Baker 3x and got lucky this time. When he ran before, the Post 'outed' Jack for giving a several hundred thousand dollar contract to one of his buddies who was supposed to write a report--on a subject in which he had no credentials--and yet the majority of PG votes elected him anyway. Why couldn't the Post with their vaunted investigative reporting, do a better job and spare us at least 4 years of this criminal's behavior?

it's really sad, that people have so much hatred in them. When I review these comments, its quite disgusting that the man is being tried and criminalized before he is even tried. It's also interesting the Wash/Post chose to use a photo (of all photos they have of Mr. Johnson) of him at an Obama rally as if there is some association. Media is a powerful entity and these little subliminal messages are used because idiots like some of those who have commented here buy into it. Let's reserve judgement. Everyone knows there are flaws in the justice system. If it weren't, President Bush would be in jail right now!!!

In Maryland, crap floats to the top provided there's a (D) next to its name. I suppose we'll never know the real story of whether he's guilty or not with the courts (public opinion and actual) charged with race baiting.
I'm sure Ike is a crook like any other politician, but I can't imagine the Feds arresting him. Of course in MD, it takes the Feds to bring somebody down because of Tammany Hall.

I do have some good news for you. While John Madden is no longer coach of the Raiders, Al Davis is still their well-respected owner. They have remained dominant through the 80's and 90's and the present day, as a look at the standings would tell you.

It's really sad, that people have so much hatred in them. When I review these comments, its quite disgusting that the man is being tried and criminalized before he is even tried. It's also interesting the Wash/Post chose to use a photo (of all photos they have of Mr. Johnson) of him at an Obama rally as if there is some association. Media is a powerful entity and these little subliminal messages are used because idiots like some of those who have commented here buy into it. Let's reserve judgement. Everyone knows there are flaws in the justice system. If it weren't, President Bush would be in jail right now!!!

Jack has been corrupt from his flip-flop days as County Attorney when he was originally elected in '94 on the campaign promise to 'go after corrupt police' (office prosecuted less than 10 officers in 8 years). Then after he found a live snake in his office, the police prosecutions went away and the 'nuisance' crimes became the charge du jour! Jack has continously demanded pay for legislation/enforcement/zoning/econimic development and any other function of government. Just because he shows up at churches, throws a cookout or two, a speaks like the 'common folk' doesn't mean he's a "good man" nor means that he represents the best interestes of the community as a whole. Google information about the Charlie Dukes, Mike Arrington, Jack Johnson, Tony Knotts attempted shakedown of the hotel developer for a site near New Carrollton. Also see the reports about the shakedown of Ron Frank and Southern Management Corp over crimes in apartment complexes....Jack is messed up from the floor up and he needs to pay for his transgressions!

DCBornRaised - Bush and Johnson should be cellies. The evidence of corruption and embezzlement against him and the county council has been public knowledge for years. I see no connection to Johnson and Obama, even with the photo. I like President Obama. Jack should have been in jail long before that photo was taken. Glenn Ivey refused to prosecute for some reason. Probably part of a "bigger fish" investigation.

I find it interesting that I had to search a lot of other sources of information to find out that Jack Johnson is a Democrat. Not once is his party affiliation listed in the article.

If he were a Republican, I am certain that bit of information would be repeated multiple times in the body of the article.

Whenever I read a story about a politician who has either been indicted, arrested, or imprisoned I shouldn't need to guess his party affiliation. When the story is (print or broadcast) from the mainstream media, I use a simple plan. If I read the story and no political party affiliation is mentioned, 99 out of 100 times it turns out that the wayward politico is a Democrat. However, if it is a Republican that is going to jail or to court, his party name usually makes the first paragraph if not the headline itself. You folks are oh-so-predictable!

Examples 2-3 are crimes. As to the last, once you took the check, you accepted the bribe. Doesn't matter if you returned it, let alone destroyed it. It doesn't become a bribe only when/if you cash it.

The second example is called structuring.

Example 3 isn't a crime because if your candidate loses the primary, they have to return your general campaign contribution. The limits apply per election.

Is it because democrat elected officials, more often than not are criminals? That virtually every democrat in congress has personally enriched themselves, gotten rich at the expense of their citizen constituents? This is embarrasing and sad that Jack didn't understand the rules of the game. This is lightweight and the government has nothing major otherwise they would have acted long ago, However, Jack needs to get the best legal help he can afford or buy. Bruce Cutler or the group Gilbert Arenas hired at a minimum. This is no time for race cards to be played or Billy Martin. I wonder who developer "A" is who set him up? Also, I wonder what deal he cut to set up Jack and others? Just goes to show, trust no one and if you fly too close to the sun, you are definitely going to get burned.....
