D.C. retailers giving out reusable bags

Giant, Harris Teeter and CVS are just some of the stores planning to hand out free reusable bags to customers as a new law takes effect on Friday that will require any retail outlet selling food and alcohol to charge 5 cents for disposable paper or plastic sacks.
