Police identify woman fatally struck near Mall

The woman who was killed near the Mall Saturday when she was hit by a tractor- trailer while crossing a street has been identified as Debra Ann Schiebel, 51, of Vermont Avenue NW.

First accounts of the incident said the driver did not stop. But the owner of the vehicle that struck the woman near 14th Street and Constitution Avenue NW got in touch with police Saturday night, D.C. police said.

It appeared that the driver was unaware that anyone had been struck, the police said Monday.

Police said their preliminary investigation indicated that the woman was crossing against the light when struck around 6 a.m. Saturday. Surveillance footage indicated that she was jogging or running across the street. Police said she wore athletic shoes and a portable CD player with headphones.

In a news release, police said no charges are pending. They also said the matter remains under investigation.

Schiebel died in one of three pedestrian incidents that occurred within an hour in the Washington area Saturday morning. One of the other incidents, in Greenbelt, was also fatal.
