School delays: Stafford, Spotsylvania

Public schools in Stafford and Spotsylvania counties in Virginia will open two hours late on Monday because of early morning icy patches that officials said posed a danger for students and staff. Temperatures were in the low 20s but expected to climb a few degrees later in the day.
