9 arrested, including 3 Pr. Geo.'s officers

10:41 a.m.

U.S. Attorney Rod J. Rosenstein officially announced the arrests and charges in a press release. A total of nine people were arrested, including the three police officers. The charges are conspiracy to commit extortion and conspiracy to distribute cocaine.

There is no mention of County Executive Jack B. Johnson, and the charges may stem from the larger probe of corruption in Prince George's County.

The charges stem from a scheme involving the transport and distribution of untaxed cigarettes and alcohol.

Besides Sgt. Rich Delabrer and Cpl. Chong Kim, the third officer charged is Officer Sinisa Simic.

The indictment also seeks the forfeiture of $3.5 million, 25 properties, 13 vehicles and 84 bank accounts that allegedly are proceeds of crimes or were used to facilitate crimes.

Others involved include liquor store owners and the owner of a glass store.

Federal officials searched Tick Tock Liquors in Hyattsville Monday morning, according to reporter Hamil R. Harris. Officials could be seen checking computers.

Officers arrested in Jack Johnson probe
9:56 a.m.
Two of the officers taken into custody Monday morning have been identified as Sgt. Rich Delabrer and Cpl. Chong Kim, according to sources familiar with the arrests. A third as yet unidentified officer was also taken into custody in Beltsville.


9:39 a.m.
The sergeant arrested Monday morning in Beltsville worked off-duty as a security officer at Tick Tock liquors in Hyattsville College Park, according to source familiar with the arrests. Two other officers also were picked up this morning in Beltsville.

Sources say the arrests are related to Friday's arrest of Prince George's County Executive Jack B. Johnson and his wife who each has been charged with witness tampering and destroying evidence .


9:16 a.m.
Prince George's Police Chief Roberto L. Hylton said Monday that three officers, two from Beltsville, were arrested this morning. He said the officer were picked up by federal agents at the station, but that the station was not being raided.

Sources with knowledge of the arrests say they are related to Friday's arrest of Prince George's County Executive Jack B. Johnson and his wife.

Each has been charged with evidence tampering and destroying evidence in a case the U.S. attorney called the "tip of the iceberg" in a broader corruption investigation in Prince George's.

Federal agents are said to be serving warrants at other locations in Beltsville and also at a liquor store in College Park, according to the sources.

Jack Johnson needs to just step down and save the county and himself from further embarrassment. I'm even leaning towards his wife not taking office on the council. This is too much of a distraction from the "REAL" concerns of the county.

Hopefully this housecleaning can bring in some new blood to the jurisdiction that's willing and able to actually govern. It's a shame that PG County seems to be inheriting the worst of DC's political legacy.

Well that liberal/progressive experiment with the 1972 "forced busing" decision, which lead to the "white flight" of the 1970's has really screwed PG county UP.........

Crime is so bad in PG county now that even normal middle-class Blacks are fleeing the country for Charles county and elsewhere...

Yep liberal/progressive DEMS you really out did yourselfs with that "forced busing", bad move, in January 1972.......the official beginning of the end for Prince Georges County Maryland.........sad.

There are many praying the FBI does not pick them up. However, this is not new stuff in the political arena. Give me a break. There was something very funny but true said on the radio this morning. Pay for play, bribery for contracts is corruption and illegal unless the company is Haliburton. I'm not excusing the practice, I'm just sayin'...Things that make you go hummmmm.

Could somebody explain how an averaged sized person -- Mrs. Johnson -- managed to put $79,000 in her underwear? What denominations were the bills? How did she look? Did the police really need to eavesdrop on a phone call to notice she might look odd? Could WaPo give some explanation on this phenomenal feat.

It's tough to make generalizations about PG County cops, since I've met some really dedicated and helpful officers. The force does have a reputation, though, and they don't help that reputation by driving like aggressive thugs. It's rare to see a PG County police cruiser that's not breaking at least one traffic law. That's not to mention cheating on tests and beating up college kids for kicks.

Is it illegal to drive the speed limit if you want to go 80 mph but don't want a ticket?

Is it illegal to split a political contribution between the politician's primary campaign and the general election campaign because you don't want to exceed contribution limits?

Is it illegal to split cash deposits to avoid having to complete that stupid IRS form for depositing more than $10,000?

Is it illegal to destroy a check once you have decided against performing the action for which the check was given in lieu of actual payment?

All this is well and good, but cadets can still cheat at the PG Co. PD Academy, right? I imagine if enough cops are arrested this could affect receipts at the Country Buffet and IHOPs. And will there still be enough cops left to perform moonlighting duty in uniform at all the liquor and hardware stores, supermarkets, and thrift shops. Imagine a county so crime-ridden that cops are on duty at local thrift shops! Or maybe it is all a clever front for Pay-to-Play actors to drop-off their checks?

It is a shame that an outgoing County Executive would allow himself to be disgraced this way. Leslie Johnson SHOULD NOT take her seat on the County Council, she is as guilty as Jack Johnson. She benefited and reaped the rewards of his ill gotten gains. Imagine a grown woman stuffing money in her undergarments, to do what? The FBI is the FBI, and you will get caught. This probe did not start Thursday, it started years ago. CORRUPTION is CORRUPTION no matter how you analyze it. Look at all the growth and development in PG county, now we know how. WOW!

@futbolclif, Actually, many who still live in PG grew-up in PG, which was a contrast of an entirely different character in the 1960-80s, and I am not talking about just race. And if one lives in the older suburban developments, or on a cul de sac as Johnson, it can still be a place largely removed from urban migratory blight and crime. Problem is, once you leave the refuge of home you are knee-deep in the societal problems that deeply plague this county. When was the last time you saw an off-duty PG cop drive even remotely close to the speed limit? Or stop for a stranded motorist? Arrogance and greed breeds corruption and absolute arrogance and indifference breeds utter corruption. That brings us to the Johnson dynamic duo and all that he, especially, bred during his extended time in public office. For a start, Howard Univ. should remove his sorry ass from their alumni list! Then all his prior schools and mentors should work their way back to his kindergarten days, all disowning him!

Wow! There is so much bigotry in this post that I hardly know where to begin.

Liberals/Progressives are at fault for government corruption, really, really? Conservatives never have corruption, oh yeah there was that little incident called Watergate. Busing caused white flight you suggest. Bigoted whites wanting to segregate their children had nothing to do with it. If you check the WP's archive, you would find out that PG County is the only county in the US to go from majority white to majority black and the education level and income level increased. If you weren't so bigoted you would realize this only about one man's failure, Jack Johnson, not the failure of a whole county. But I guess it is easier to blame all black people. As far as crime is concerned it is down to it's lowest level in 30 years in PG County as it is all over the US. In the future don't let facts get in the way of your racist rants.

Quick search shows that the Melhi's were direct and frequent campaign contributors to Jack Johnson, Leslie Johnson, and Sheriff Michael Jackson.

Nothing wrong with that on it's own, but in light of today's arrests, the tangled web now seems to be coming more into focus.

Prince Georges is the wealthiest black county in the United States of America, or heck for that matter in the world. PG has the highest number of skilled professionals and educated Blacks per capita in the World. Once this little known fact was announced to the world, it was just a matter of time before the whites decised this can not be. How do they break this up? First, target the leaders. Secondly, tag the rest of the people as drug dealers and corrupt with dealings in illegal markets.

Look at the headlines, they read as if every person in PG knew Johnson and his family. We must remember that a person is innocent until a jury of his/her peers decide otherwise. Let the evidence speak for itself. The news media is trying to sell papers. I may be one of the few; but the Johnson family never appeared to hustlers. Right now we are hearing the FBI version of what happened; the good thing about this situation is the Defendant will present his/her side of the story as well.

Also, keep in mind that PG always vote Democratic. We just had the election and PG voted overwhelmingly for O'Malley.

Let's cut to the chase:
SHAME ON YOU ALL who are involved! The citizen's of Prince Georges County deserve better. They are families like any other in the WDC Area who go to work, want their children to have a quality education, and have safe communities, and quality county services for their tax dollars.

I would expect everyone who is under indictment to have assets and passports seized.

(BTW - This has nothing to do with forced busing in 1972. This have everything to do with a lack of morals/ethics, and a sense of entitlement. SHAME ON every single one of you involved.)

And to you Jack Johnson: I'm waiting to hear how you think you'll be vindicated - it is awful hard to explain shoving $80K into someone's underwear. (almost circa late 80's Marion Barry.)

goes to show, you don't mess with the FEDs. Now they ought to collect some of those crooked Lawyers who were supposed to be defending people who actually were on the pay-roll and took money from families and allowed their cases to not be represented fairly. Isn't this the same stuff happening in New Carrollton, Md. with their Chief of Police? FBI please check out those crooks. When I think of all the people lives that have been so negatively impacted or lost because of the corruption in PG/jurisdictions/municipalies at the hands of bought off officials/cops and those intrusted with doing the peoples work, I get sick to my stomach.

This is one of the reasons why public trust in government is at a dismal low.

This is why I have said, all along, getting things done faster, irrespective of the law, is just not acceptable.

One of Fenty's appointees is under federal investigation for insurance fraud, lets just hope that that investigation, too, doesn't extend to the Wilson Building and beyond.

There is no excuse for corruption at the taxpayers dime.

There sem to be delight on the part of the Press and the FBI to single out the Prince Georges COunty officals and hold them up to redicule in Public. There was a better way to handle the Jack Hohnson episode. Even Bernie Medoff was allowed to turn him self in with his attorney.
In the past there has been many complaints from the citizens of the county about many intances of Police Brutality. There have been many Police Shootings and the residents complained and asked the Feds to investigate all to no avail but now we see this overzealous to redicule Jack and his wife over this incident.
why would Jack have so much Cash in his house and how could he embarass the Sister like that?.
Having her stash the cash in her underwear?

It was corrupt what he did to go-go at showplace arena....saying that PG Cops had to work overtime to provide security for go-go's but when showplace had other shows who the hell provided security for those shows??....PG! So to hell with JJ.

There sem to be delight on the part of the Press and the FBI to single out the Prince Georges COunty officals and hold them up to redicule in Public. There was a better way to handle the Jack Hohnson episode. Even Bernie Medoff was allowed to turn him self in with his attorney.
In the past there has been many complaints from the citizens of the county about many intances of Police Brutality. There have been many Police Shootings and the residents complained and asked the Feds to investigate all to no avail but now we see this overzealous to redicule Jack and his wife over this incident.
why would Jack have so much Cash in his house and how could he embarass the Sister like that?.

What a shame! PG County has been trying to get themselves together for a long time and I wondered by we could not - it is because of the likes of Jack Johnson and his wife! Money is the root of all evil - greed got you two busted!!!!!!!I feel no pity for you...get the heck out of our way...we got business to take care of. It is time for positive changes in the County - now with you all locked up - those crooked cops also - we can be about the business of getting PG County on the right track! What awaste of time fooling with you clowns all of thes years!

I have met like JJ and his wife. They are nice people and like both of them. But, I have no sympathy for African American politicians who use their elected offices to enrich themselves. Unfortunately this seems to be endemic of Prince George's County politics. First of all they are paid well enough not to have a need to steal. Secondly, don't they have any sense of how many people, who have struggled, sacrificed, prayed, worked for and voted for them with the hope and expection that they would serve with integrity. What sad day for my County. But, let the pieces fall where they will. I only hope other public servants will take note and learn.

With everyone saying they knew this stuff was going on, they (and you know who you are you kool-ade drinking liberal Maryland democrats) who only vote party and now skin color as the media portrays. Maybe you need to start electing officials that are more apt to do a good job running this republic (can't call MD a state anymore) From NOmalley on down to the lowly county council in MOCO, you are all corrupt. Oh yeah and you too Karen Montgomery who says aloud that you are a communist.

The limo driver is the PG County police officer that is now incarcerated for killing one Marlo Furniture delivery man and injuring another a few years ago. Maybe he got to talking once he started serving his 30 year sentence

Those who think Johnson is personally responsible for a decrease in crime should look carefully and critically at the statistics. While, yes, garden variety crime has gone down, violent drug-related crime is simply more outrageous and vicious. Yet, sadly, such violent crime now barely shocks the conscience of PG Co residents -- we are used to it, another day and another couple of bodies found in the DC/PG corridor. No big deal, many think, simply "homies killing homies" (in street talk). Under examination, Johnson has only brought bright shiny things to PG, "Cadillac-style" development, if you will. But what has he brought to the social fabric of the county? The answer is little more than a lasting legacy of graft, corruption, political cronyism, and racial division. And his name will be forever linked to a new word in our vocabulary: "Pay-to-Play." Despite all that work and play, Jack turned-out to be a very dull boy. Indeed, that is your legacy Jack. "Rots of Ruck" on your pending memoir, available in fine PG Co. liquor stores upon parole.

Apparently, someone who supposedly had Jack's back got caught and started singing like the Temptations. Bribery is one thing and the FBI would probably have left it alone since it is rampant in the US Government. William Jefferson is not the only one hiding money in the freezer. Introducing ATF and DEA into this equation and you have put yourself in a situation. I wonder if Haliburton had any alcohol, tobacco and drug trafficing in their dirty dealings with no-compete contracts.

The Department of Justice needs to look into every elected office in Prince George’s County and uncover all of the corruption especially the Sheriff’s Office where the Sheriff, whose term is up at the end of November as well as his appointed command staff has misappropriated Federal Grant Money which was never used for the original purpose as well as other assets of the agency. I’m sure the FBI would like to know how a Colonel making approximately $145,000 a year can afford to pay cash for a $200,000 +/- Austin Martin.

Now the newly elected Sheriff Melvin High is doing just what corrupt politicians have done in the past by trying to create positions with salaries over $100,000 a year just so he can give then to his friends. Even now the appointed position salaries of Colonel and Lieutenant Colonel are set by state law and he’s trying to get the new county government to look the other way and pay each appointee over $100,000 a year. Sheriff High was incompetent as the County Police Chief and I’m sure he will be as Sheriff.

Good going Prince George’s County you get what you asked for…

Any word yet on a connection to another PG Co. politician -- Sen. Ulysses Currie, (D), who received an 18-count indictment for allegations of bribery, conspiracy, extortion and mail fraud back in September? How easily we forget all these defendants in the maelstrom of arrests and indictments. I wonder if it was Currie who turned state's witness with spillover onto Johnson? It is quite hard to keep these infamous PG Co. politicians separate in thought, for they all sound so much alike in tenor and deed.

Jeez, I hear all this talk about PG being a "black" county, full of highly educated "black" professionals-today I'm enjoying being a member of the increasingly marginalized white minority in this county who gets to watch the highly educated elected professional politicians who act like we don't exist get what they deserve. I think it's pathetic that people entrusted to protect the citizens from corrupt elements, stoop so low as to become corrupt themselves. Public officials have a sacred duty to uphold the laws of the land and when they fail to do so, then whatever misfortunes which befall them are well deserved. Each of those persons involved, from Jack Johnson to Jack Officer should serve penalties in excess to that of what their otherwise civilian criminal counterparts would serve, for violating the Public's trust. And what I find to be most pathetic of all is that each of these individuals sold their souls for chicken feed...$100k, or even $200k, is paltry in the scheme of things. To lose a good job w/ benefits, your pension, self respect and all worthwhile future opportunities, for any reason is ludicrous at best. Oh, how the criminal kingpins must be reeling in laughter over these developments ... get ready in that cell Bubba, 'cause here they come!

Oh its so easy, to badmouth all police officers when three or four out of thousands are found to be breaking the law!
By your comments, luvagirl, you are a criminal low life in one way or another. You have to be, because I know a woman who was a no good criminal who got caught. So all women must be no good criminals, Right?
Just because you dont like the police, whether because you got a ticket once or someone you know did, etc etc, it only makes things worse to tell the good cops that you not only distrust them, but call them names and say they are also crooked.
Then wonder why so many good cops just quit and go elsewhere. That leaves more and more potential bad ones doesnt it?
Remember, out of the thousand or so PG cops on the force, three are allegedly involved somehow in this scandal. How does that make all of them bad? Please explain.
And if those three are getting money from good ole Jack for breaking the law, dont you think all the good officers would hope the crooked ones get nailed to a cross for making them all look bad?
In recent years an FBI agent was found to be a Russian spy and traitor. So I guess all FBI agents are the worst scum we have in this country, Right? None of them are any good so why should we believe what they say about Good Ole Jack and these three cops?
Use your brain for a change.
