Skinner begins testimony in contract probe
Sinclair Skinner, a friend of Mayor Adrian M. Fenty, now at the center of the D.C. Council's probe of recreation construction contracts, began his testimony before the D.C. Council on Thursday.
He arrived this morning, armed with site plans and accompanied by his attorney A. Scott Bolden, who informed the council that those binders and plans are Skinner's response to the council's request for documents.
