Updated, 5:45 a.m.
A tractor-trailer accident that blocked northbound lanes of I-395 at Edsall Road in Fairfax has been cleared, according to the Virginia Department of Transportation.
The vehicle jackknifed and spilled fuel shortly after 3 a.m. Because of the accident, the express lane restrictions for Interstate 95/395 were lifted for the morning rush hour.
All lanes except for the north right shoulder are open after 5:30 a.m., according to VDOT's Web site.
