Whoever did this is a murderer. Plain and simple. Put him or her in jail and throw away the key.

do the dogs bark from poor care, esp at night?

@mloaks - There was no 'poor care' situation here. These were sweet dogs in fenced in backyards.
Someone is a coward. If you have a problem with a neighborhood dog, take it up with the owners. If that doesn't work, there are plenty of approaches to take that don't include poisoning the neighborhood.
Luckily no small child found these poisoned treats in their backyard.

People who poison and mistreat animals are ignorant cowards. Studies and history show willingness to do this to animals is the first step for serial killers. There should be serious consequences for people like this. Think of it as punishment as a consequance and taking proactive steps to prevent future crimes

People definitely should be vigilant - viligant enough to catch the bas---- and force him to eat his own poison.
