How felons might vote

I may be old (67) and cynical, but it seems that the system Gov. Robert F. McDonnell advocates for restoring convicted felons’ right to vote, which includes writing an essay, would differentially disenfranchise people most likely to vote Democratic. May God and my fellow Virginians forgive me for such an unworthy thought.
