5 bogus immigrant rumors

Guest Blogger

Rumors shape our perceptions, and our perceptions shape rumors. Why do some rumors take hold? What gives them plausibility? What makes them credible? Gary Alan Fine and Bill Ellis explore these questions in their book “The Global Grapevine: Why Rumors of Terrorism, Immigration and Trade Matter,” published next week by Oxford University Press. Here they offer five potent rumors about illegal immigrants that don't bear close inspection. Fine is a professor of sociology at Northwestern University, and Ellis is a professor emeritus of English and American studies at Pennsylvania State University.

By Gary Alan Fine and Bill Ellis

1. Illegal immigrants arrive in order to commit crimes. Statistics compiled by the ACLU show that immigrants are less likely to engage in criminal activity than citizens, and illegal immigrants still less so. While we are wise to be cautious of statistics compiled to make a political point, one can imagine that the immigrant who hopes to learn a living and send money home will wish to avoid notice that might cause deportation. Rumors of horrific crimes speak to our fears, rather than to our facts. Some immigrants are involved in drug crimes, home invasions, and human smuggling, but we should be wary of concluding that we are being overwhelmed by a tsunami of crimes by “illegals,” aside from the border crossing itself.

2. Illegal immigrants form “violent gangs,” taking over communities. In Hazleton (the small Northeastern Pennsylvania town where one of the authors lived), residents believed that as many as 10 immigrant gangs had set up shop. Proof consisted of “gang” markers in graffiti and clothing choices. For instance, an adolescent wearing a baseball cap with “KC,” was believed to be a member of the Bloods, the initials standing for “Kill Crips,” their bloody rivals. Evidence of the existence of such widespread gang activity was hard to come by, but beliefs were readily found.

3. Illegal immigrants take advantage of government programs that allow them to avoid taxes and receive government apartments, cars, and even televisions. Among the strangest – but most common rumors – are those that suggest that there are government programs that provide immigrants with advantages that are not available to citizens. All the immigrant needs to do, according to these stories, is announce his or her presence and, rather than starting deportation hearings, the immigrant receives the keys to comfortable and tax-free housing. The belief is that our government is on “their” side, and not “ours.” The rumor is that these illegals are leeches, but also that our government is secretly in cahoots with them.

4. Immigrants bring exotic diseases to our shores. This grand old set of rumors represents the classic fear of immigration. As we detail in our book, in the past, the major concerns were leprosy, tuberculosis, and typhoid (remember Typhoid Mary). Today, the diseases have changed, but the fears remain: H1N1 was once called the “Mexican flu” and Haitians were considered a major source for the spread of AIDS. When people arrive from exotic lands, Americans often assume that they infect the body politic: germs stowaway along with their hosts.

5. Immigrants are disloyal and are trained by groups hostile to America. These rumors constitute the nexus between illegal immigration and fears of terrorism. Often one hears the bizarre claim that Al Qaeda are smuggling their minions through the Arizona deserts and, as a result, the battle against illegal job seekers is really part of the battle against radical Islam and suicide bombers. The fact that no such terrorists have been caught does not eliminate the plausibility of the stories.

These rumors do not exhaust the beliefs about undocumented workers (although they might exhaust those who analyze such beliefs!). But together they remind us of our responsibility to separate what we know because of firm evidence from what we wish that we knew because it fits our cultural imagination. Borders matter and immigration needs to be orderly, but the wild beliefs that many hold do not help in creating fair and effective policies.

They don't have to arrive to commit a crime they have committed a crime by the simple fact of coming here.

Somehow you left that out.Imagine that!

Listed are "rumours" about illegal immigrants, but no statistics to back up. What percentage of prisoners in Arizona are violent/larcenist illegals?

Posted by: donx65 | June 4, 2010 10:29 AM | Report abuse

I agree with donx65. Why is this article restating rumors, and not trying to either disprove or justify them? He is admitting in the title that they are rumors, and not facts, but only restates them.
This "article" is the equivilant to saying "stuff I heard" and brings nothing more to the discussion.
I expect this "journalism" from Fox News, not the Washington Post.
Shame on you, Washington post.

Paradoxically, point-by-point rebuttal only reinforces a bogus talking point. (Why would they spend so much time trying to knock it down if it weren't true?) I know the authors mean well, but they're following the wrong strategy.

Posted by: mattintx | June 4, 2010 10:51 AM | Report abuse

It doesn't matter if illegals are model "citizens" or commit crime. They are I.L.L.E.G.A.L. i.e. they do not belong here.

Posted by: bigpapa_z | June 4, 2010 11:06 AM | Report abuse

I have dealt with a few illegals in the course of investigating child abuse/neglect. I have seen the fake Social Security cards with the fake names used to work.

I have had a mother tell me the reason she and her husband brought their children here was for the free educatation.

In a non-illegal situation,I had a Puerto Rican step father tell me that his rape of his 13 year old stepdaughther was just something that was done in Puerto Rico. Of course, he didn't call it rape.

I wonder if any other readers have had experience of encountering the "giving" of 10-11 year old girls to 21+ year olds? I knew a girl who had the guy's baby at 12 and they ultimately married. Is that kind of parental matchmaking something cultural?

I think it's really good that the illegal supporters are seeing the poll results showing that 60% of the populace support Arizona's law. It is way past time that people are tired of being forced to accept illegals whose very act of coming here proves they have contempt for our laws.

One thing I noticed, a year or 2 ago, hispanics marched across the country for immigration reform carrying Mexican flags. That made a lot of people think, if that's their country of choice, get back to it.

Until our economy makes a lot of changes, we need to have a moratorium on ALL immigration from ALL countries.

Reply to "Hypocritic".

Name one instance that Fox news provided only one side and did not invite the oposing view.

It's an easily recognizable tactic. You should have no trouble spotting it. ABC, CNN, CBS, NBC, MSNBC, all use it.

Somebody needs to tell these guys that you don't debunk a "bogus rumor" by just stating it and then saying, "But it's not true." I mean
1. Yeah, crime statistics from the ACLU make me feel confident and safe.
2. We're waiting to hear how this is a bogus rumor.
3. They're not dubunking what they put in bold, but a straw man rumore of special goodies for immigrants. Illegal immigrants do collect government benefits, like free education.
4. This an exaggeration. Opponents of illegal immigrants don't make a big deal out of disease. But here's a bulletin that's not a rumor: it was called the Mexican flu because Mexico is where the disease was first running rampant!
5. They have a point here that this has not been a problem. But an open border allows for trouble; are they saying keep it porous?
I can't believe the Post gave space to such flimsy and biased arguments.

Steven,
You don't get out much do you?

1. Illegal immigrants arrive in order to commit crimes. (They've commited one by entering the country)

2. Illegal immigrants form “violent gangs,” taking over communities (MS13 ring a bell? not with you I'm sure)

3. Illegal immigrants take advantage of government programs that allow them to avoid taxes and receive government apartments, cars, and even televisions. (Of course they do they live on cash and don't need to report it. but the illegals who do, do that usually make under 20K per year, sure they're avoiding it but they're irllivant.)

4. Immigrants bring exotic diseases to our shores. (That was a problem in the 30's but no one serious brings that up.)

5. Immigrants are disloyal and are trained by groups hostile to America.(If you don't think that's true you haven't been watching the news. Mexicans don't fly the US flag they fly the Mexican flag. They advertise their loyalties very clearly.)

All that said, I'd like to see Ellis Island reopened. But anyone here illegally needs to be ineligible for citizenship. You don't like it because your loosing a voting block but I have stopped careing.

I'm not sure why anyone points to "popular support" as vindication on the CONSTITUTIONALITY of a law.

There've been many times over history that laws that are patently unjust, unfair and unconstitutional have been supported by a majority of America.

Posted by: AJohn1 | June 4, 2010 12:52 PM | Report abuse

Oh, Levingston, you lie.

These "rumors" are true. Illegals break the law by coming here; they are coached on accessing and abusing resources intended for citizens, including having children for this reason; they are responsible for an inordinate level of crime, including gang violence; they are typically poor, uneducated, low-skilled and sick; and their refusal to assimilate is well documented, especially in the pages of this newspaper.

Maybe if La Raza and the Mexican flag-waving demonstrators had kept their mouths shut, you might convince a few readers that the poor, oppressed, misunderstood "undocumented" ones were no threat to the United States.

Too late, buddy.

You don't have to go to Hazelton to see the impact of gangs of illegals: Go out New Hampshire Avenue to Aspen Hill and see the graffiti on the side of the road establishing the gang territories of the illegals who have flooded there. Furthermore, the 9/11 attacks and FBI raids since have shown the terrorist inclinations of many of these illegals. Finally, you ridicule the idea of illegals getting government handouts. But what about the free school lunches given their children, and food stamps given to them various interest groups. Plus there is the issue of payment-free visits to the local hospital emergency room. Visit any emergency room in the Washington area and you will see for yourself. So who is paying these bills the illegals aren't?

Posted by: edwardallen54 | June 4, 2010 1:17 PM | Report abuse

Anything the ACLU "analyzes" should raise eyebrows. People continually say illegals pay taxes. Yes, sales tax, food tax etc. Americans do that also BUT ALSO PAY STATE AND FEDERAL INCOME TAXES. Many illegals DO NOT. These pro-illegals distort the truth. Illegal is illegal. Mexico's 2nd largest source of income is from it's citizens in the U.S. (both legal and illegal). Mexico encourages it's citizens to enter illegally. Many want their children to be taught in "their" language instead of English.. Many want Americans to adapt to "their" culture. You just don't get it. The worries are about ILLEGAL IMMIGRANTS, not immigrants.

We will gladly open our arms and our country to LEGAL immigrants and welcome them.

ILLEGAL immigrants will be sent back.

Our country welcomes some 400,000 LEGAL immigrants each year.

Why do we tolerate ANY ILLEGAL immigrants?

apparently some Americans make money off of them. I see no other reason.

We should avoid demonizing illegal immigramts, but we should also stop kidding ourselves about the overall burden they impose on our society.

Truths About Immigrants:

(1) Today's immigrants are just as good or bad as past generations of immigrants.
(2) Evaluation of their impact on the US has very little to do with their morality/character etc.
(3) This debate has more to do with the type of country we are now and what future we want for our children.
(4) The American economy has changed substantially over the past 100 years since the earlier big immigrant waves.
(5) The American economy needs educated workers more than cheap unslilled labor.
(6) Our undereducated gtrandparents/great grandparents probably would not achieve today what they did, if they arrived in today's economy. Neither will illegal undereducated immigrants today.
(7) Illegal immigrants are taking unskilled jobs away from Americans who would do these jobs if wages were higher, which will not happen until we remove the excess number of underskilled laborers in the market.
(8) Undereducated people on average pay less in taxes than it costs the Government to provide services to them, especialy if they have children attending school here. This has almost nothing to do with whether their status is legal or illegal. It relates to their skill levels and the amounts of income their skill levels earn in a global economy.
(9) It is impossible to maintain a high national standard of living unless we increase overall agerage skill levels in our population.
(10) It is in our children's interest to do the hard thing and deport illegals who don't increase overall skill levels.

Call it what it is and it snaps into focus. The rabid haters of immigrants are old fashioned racists, pure and simple. Racists are cowards who always hide behind lies, euphemism and excuses, and they never, ever admit their true rationale. In fact, their first retort to being called a racist is to you call YOU one, nonsensical as that is.

Don't waste your time arguing their straw men. See them for what they are and deal with them accordingly, despite their lame cover stories.

Posted by: info53 | June 4, 2010 2:06 PM | Report abuse

This is idiocy. There is at least some truth to every one of those "rumors", and the mere fact that people have believed/do believe some untrue bad things about illegals doesn't mean that all negative reports of illegals are untrue, so the whole premise of this is flawed.

Anyone reading about this would be better off going to some fact-based site like CIS, where you can learn about how Hispanic immigrants do in fact use more in social services (for themselves and their children) than the native born, do form major violent gangs (MS-13?, hello!), and do in fact often think of themselves as Mexican (or Salvadoran, etc...) rather than American.

The authors of the inaccurate study fail to address an important initial issue. And that is the subject cohort of the study is, actions by and for illegal aliens. The authors fail to address the illegality of the mere presence of the illegal alien in the United States. All else flows from that.

Being an illegal alien is not some kind of status offense for those who enter without a visa and not submitting to inspection. It is a crime, that is ongoing. It is called Illegal Entry, and is a criminal violation of the US Code.

Nothing avails except to remove the illegal alien from America, by force if necessary.

For those who wish to stay and be part of America, return to your homeland, apply for a visa, receive your visa then, enter legally, learn English, and become part of the greatest melting pot the world has ever known (e pluribus unum), become a true, law abiding American.

Lastly, two things; no amnesty of any kind for any illegal alien.

And English should be the Official Language of the United States of America.

No gangs? Where did MS13 come from, how about the Mexican Mafia, Mira 13 or the 18st gang. Tell me how many Illegal’s are in those gangs? They were formed by guess who.

1. Illegal immigrants arrive in order to commit crimes. Statistics compiled by the ACLU: What? Nearly 45 percent of Washington states 100 most wanted are illegal immigrants. So if they make up less the 10 percent of the population then how are they covering 45 percent of the most wanted criminals?

I live in South Texas, come visit then spew your ACLU garbage, let the non English speaking gang members sell meth smullged in via Mexico by guess who Illegal immigrants to your kids, see if you feel the same way.

Immigrants are not the problem.

What may be the problem are those who have not been able to advance their lot in this country, find themselves living side-by-side with newcomers who seem to be advancing faster than they are, and who consequently turn their frustration into hatred for their nearby immigrant fellow man.

By virtue of the fact that an illegal immigrant is in the U.S. ILLEGALLY, they have, IN FACT, committed a federal crime.

The Post usually issues its pro-illegal alien articles on Mondays, but maybe they were thrown off by the short holiday weekend (tellingly, they had no such difficulty with Cinco de Mayo). In any event, a few quick rejoinders:

1) "Statistics compiled by the ACLU show that ..." -- this is like citing Soviet crop reports to argue there was never any famine under Stalin.

2) Reading an article questioning whether illegal aliens form gangs here is odd, given that MD/DC/VA have seen numerous MACHETE ATTACKS by MS-13 members -- reported right here in the Post. For example, a presentation compiled by DC police in 2005 listed the following active gangs in the city (undoubtedly more in the 'burbs):

MS-13 -- 3000 members
Vatos Locos - 100-150 members
South Side Locos - 300+ members

And many more. But I'm sure they're all upstanding American naturalized citizens, or something.

Source: http://www.sepcrc.org/pr/GANGSANDGANGVIOLENCE.pdf#search=%22salvatrucha%20clique%22

3) Illegal aliens don't take advantage of government programs? Really? You've obviously never been to a local emergency room/injured illegal alien construction worker outpatient clinic, or gotten in line behind a large non-English speaking family at the grocery store every other friday of the month. You'll see a lot of interesting government aid change hands (just not any money because they pay for nothing).

4) Illegal aliens disloyal? Naaahhh. It's not like Mexico's leading "civil rights" group actually translates as "The Race" and advocates for the "return" of the American southwest to Mexico. And I certainly haven't seen massive immigration protest marches go right through downtown D.C. waving predominantely Mexican, Brazilian, and Guatemalan flags -- stopping the traffic of actual citizens in our nation's capital so they can complain to the government whose very laws they refuse to abide by in the first place, a stupefying act of pride and arrogance that we condone by having Capital police actually protect them on their marches!

Oh, and to the "if you hate illegal immigration you are racist" morons -- I happen to be married to a LEGAL immigrant with a green card. America loves immigrants, most of us are descended from them. What we hate are illegal aliens who only come here to exploit our country, commit crimes, and then run home when the economy goes south. These people have no interest in the American dream; they are interested in the South American dream paid for by Americans.

If open borders are good enough for America they are good enough for Israel.

Just think integration, diversification, cultural interchange, everyone lives like brothers, no more war or need to kill unarmed humanitarians, who only seek the Middle East Dream of peace and reconciliation.

Get rid of all those bogus myths such as Israel will cease to exist as we know it. Why this has already happened to my country (USA) but I have just one passport not two. So maybe I am just too sensitive and must learn to just grin and bear it and learn to live it along with Spanish and the wonderful culture and life of Mexican politics and economy and religion.

Reply to adismae - "Until our economy makes a lot of changes, we need to have a moratorium on ALL immigration from ALL countries"not sure if you meant legal immigration also - but let me ask you this - If you have a moratorium on all immigration then dont you think we should stop the trade with all countries too - Maybe stop using technology/machinary created by immigrants from other countries? Its a two way street people - money flows both ways in this globalization era. Every major country in the world today has immigration problems - except maybe china because of language barrier - Inidia has 20 million illigals from bangladesh, UK recently called off a strict immigration rule to not hire foreign doctors,
( I am ONLY talking about LEGAL immigration)
All this is a part of globalization, If a job is outsourced to another country then at the same time the company which outsources the job goes to that country and sells their product - and pumping the money back into this market to create a few more jobs in a new sector!

Most government agencies do not require proof of legal residency before providing services. Also, illegal aliens do qualify (fraudulently) for more benefits than Americans at the same income level, because the illegal aliens are paid under-the-table and claim they make less than they really do. Meanwhile, the Americans making their same amount are paying taxes to provide services for themselves and for the illegal aliens. Double-whammy, eh? Their unscrupulous employers aren't paying their share of taxes, Medicare, Social Security, or Workers' Comp, either.

The small percentage of illegal aliens who do have income taxes withheld are doing so by using identity theft, stealing the Social Security number of a U.S. citizen. Then the IRS expects that U.S. citizen to pay taxes based on the income that the illegal alien actually received, because it's been attributed on paper to the U.S. citizen.

Invading the country illegally, identity theft, drug trafficking, human smuggling, vandalism, murder, assault, gang crimes, pedophilia, obtaining taxpayer-funded services under false pretenses - not criminals, eh? The authors of this article may be journalists, but they sure aren't investigative reporters.

2 and 5 have taken place with every large immigration movement. Whether Irish, Italian, Eastern European or Latino ... populations sought out self-victimization (5) and self-defense (2). It's hard to claim they are rumors at this point.

In fact, one subsequent Arizona law saw that as a significant problem and stopped public funds from contributing towards self-victimization programs under the guise as minority solidarity educational programs and movements. It's necessary to disarm all of us of our conflict-minded approaches and towards reconciliation.

The authors should go to voiac.org and read how many citizens have been killed and raped by illegal aliens.

The main topic has always been ILLEGAL!

I don't understand why so many citizens have more compassion for illegals than their fellow citizens!

Our country allows more Visa workers and more legal immigrants come in, each year than any other country.

Last year, 1.2 Visa workers were allowed in, even though we have millions of citizens out of work.

Until some get it into their heads, that this is an economical and criminal issue, they will continue to support the illegal and not citizens!

Some people in this country need to stop deluding themselves into thinking that they are doing the illegal migrants any favors by looking the other way or even trying to help them stay here illegally as AN EXPLOITED LABOR CLASS!

These illegal migrants are paid sub-par wages by the greedy criminals that subvert the laws of our own country to hire them. Because they are here illegally, the migrants have none of the protections that we have worked so hard to give the American worker: no minimum wage, no OSHA, no workman's comp, no anti-sexual harrassment, NOTHING!

If they hurt themselves on the job, their employer can just hang them out to dry. Why not? They're unregistered and illegal: who will ever know?

If they are raped by their employer, do you think they'll report it to the police?

How is it that anyone ever managed to convince themselves that they are somehow being 'liberal' or 'progressive' by helping to perpetuate a system that abuses and exploits entire groups of people so that the greedy, treacherous scum in this country that hire them can make some extra money, while cutting out the American worker at the same time?

I would go so far as to say that this is exactly the OPPOSITE of progressive ideals!

So please, liberals, stop fooling yourselves into thinking that you are being some sort of humanitarian when you tell a fellow human being "You're welcome to stay illegally in my country, free to hide from the authorities and be abused by your employers." If you think we need the foreign labor or that more people should be allowed to immigrate, that's fine, but then PLEASE advocate for mechanism to allow for greater LEGAL immigration! I am myself the descendant of immigrants and have no problem with immigration as long as it's LEGAL!!

Illegal immigration is bad for our economy, worse for our Republic and worst of all for the migrants themselves!

Another pro-illegal report from the media. The WP is in favor of the migration of tens of millions of illegal scm to our country. We need a civil war to take back our country. And send all the illegals and anchor babies home.

I laugh at France and their Islamic problem. Now with 20% Islamic population they are worried. In 50 years France will be an Islamic country. War will probably happen in Europe to rid them of the Muslims.
