Obama administration reimposes offshore oil drilling ban

By Juliet Eilperin

Interior Secretary Ken Salazar announced Wednesday afternoon that the Obama administration will not allow offshore oil drilling in the eastern Gulf of Mexico or off the Atlantic and Pacific coasts as part of the next five-year drilling plan, reversing two key policy changes President Obama announced in late March.

President Obama talks about endorsing expansion of offshore drilling. (Footage via www.whitehouse.gov/The Washington Post)

"We are adjusting our strategy in areas where there are no active leases," Salazar told reporters in a phone call, adding that the administration has decided "not expand to new areas at this time" and instead "focus and expand our critical resources on areas that are currently active" when it comes to oil and gas drilling.

In March--less than a month before the BP oil spill--Obama and Salazar said they would open up the eastern Gulf and parts of the Atlantic, including off the coast of Virginia, to offshore oil and gas exploration. On both of those new areas, the administration said it would start scoping to see if oil and gas drilling would be suitable. The eastern Gulf remains closed to drilling under a congressional moratorium, but the White House indicated it would press to lift the moratorium if necessary.

Wednesday's announcement is sure to please environmentalists while angering oil and gas companies as well as some lawmakers from both parties who have pressed for continued offshore energy exploration in the wake of massive Gulf of Mexico spill.

Salazar said while the administration will still allow offshore drilling in both the central and western Gulf of Mexico and in the Arctic, it will delay lease sales planned for March and August in the gulf to conduct additional environmental reviews, and will prepare a new environmental assessment of Shell's proposal to drill in Alaska's Beaufort Sea next year. Shell officials warned that the additional review could jeopardize its ability to explore for oil and gas in the Arctic in 2011.

Marilyn Heiman, director of offshore energy reform for the Pew Environment Group, welcomed the announcement but questioned why the administration is still leaving open the possibility of leasing areas in the Chukchi and Beaufort Seas between 2012 and 2017.

"Much more needs to be done to ensure there is adequate spill response capability that is proven to work in Arctic conditions before drilling can be considered," she said.

Sen. Bill Nelson (D-Fla.), who has consistently pushed to restrict drilling in the eastern gulf, also welcomed the news. Salazar called the senator Wednesday morning, according to Nelson spokesman Dan McLaughlin, but the two men did not speak yet because Nelson is chairing a hearing.

"Drilling off Florida's Gulf coast is banned at least until 2022, under a 2006 law passed by Senator Nelson," McLaughlin said. "The senator is pleased the White House has decided rightly to keep the area off-limits. He hopes Florida's next governor and the Legislature similarly will commit to protecting the state's tourism economy and unique environment."

Activists such as Margie Alt, executive director of Environment America, also praised the administration's plan, saying, "Today, anyone who loves our beaches, who fishes in the ocean or who depends on a healthy coastal economy can thank the Obama administration for protecting the Atlantic and Pacific coasts and the west coast of Florida from oil drilling. The BP disaster earlier this year was a tragic reminder that drilling is a dirty and dangerous business. The only way to truly keep our coasts and ocean ecosystems safe is to keep them rig free."

But the move could spark a backlash from business interests as well from both many congressional Republicans and conservative Democrats such as Sen. Manry Landrieu, who argue that curbing offshore energy exploration could exacerbate the nation's economic woes.

Karen Harbert, president and CEO of the U.S. Chamber of Commerce's Institute for 21st Century Energy, said in a statement, "The Administration is sending a message to America's oil and gas industry: take your capital, technology, and jobs somewhere else."

Rep. Doc Hastings (Wash.), the top Republican on the House Resources Committee, issued a statement Wednesday afternoon accusing the administration of "taking the wrong approach in responding to the BP spill and creating energy and energy jobs in this country. The answer isn't to give up and say, 'America can't figure it out, we'll rely on other countries to produce our energy.' The answer is to find out what went wrong and make effective, timely reforms to ensure that U.S. offshore drilling is the safest in the world."

I believe the Real challenge for the Energy security is not entirely dependent upon finding new deposits or free flow of energy or say for the concerns we have for environment by putting ban on Off shore drilling either. The basic thrust should be to have alternate energy as fast as possible quickly as well as reduction of energy use per ca pita by changing our lifestyle with positive attitude to generational transfer of resources and willing to go extra mile to adjust to that while not compromising the development pace that we are in as society or human habitat in the uS or ovewrseas. Please, think pass your money and your car.
If the Earth becomes too polluted then your children will have bigger problems then $4.00/gallon.
Electricity generated Nuclear Power Planets is the only way to go. Coal Planets are as bad as cars using gas/oil.
But Nuclear Planets have the waste problem.
Wind, Solar, Tides help, but will never produce more than 5% of the needed energy.
Nuclear Energy production is the permanent and future answer.

Banning oil drilling in areas of the Gulf is just another example in a series of JOB KILLING efforts by this president to destroy the American economy. He is accomplishing everything he originally set out to do and that is to FUNDAMENTALLY CHANGE THE UNITED STATES OF AMERICA from a great free enterprise system that it was to a Euopean socialist state. This president and all his socialist and communist friends need to driven out of office soon before it is too late!! Impeachment is in order!!

Posted by: donn09 | December 1, 2010 11:13 AM | Report abuse

The oil drilling i think was meant for a sure way of getting more oil in our own nation. But all of a sudden we heard we had
abundence of oil stored up. So the wind power would take up coserving even more. Also solar should be a big factor. Nateral gas is always there for us if more was used. What i want to know is why is gasoline yet so high, when everyone knows it would drasticlly push the economy ahead?

Posted by: moonlightstar | December 1, 2010 11:14 AM | Report abuse

Wow! Obama is actually going to prioritize the environment over greed and convenience. It's about time!

To those of you who object to more expensive gas, understand that the US has artificially low gas prices already compared with the rest of the world. Your cheap gas comes at the expense of life, human and other. For every gallon you put in your tank, think of it as a dead Iraqi child, or a polar bear, or another dead whale. Do you still think you are entitled to all the gas you can guzzle?

Leave it to Mr. Obama and his administration to go for the illusive dream of meaningful energy production by capturing the wind aka windmilling, while putting a foot down on drilling for oil--an empirically documented source of energy-producing liquid. Sooner or later someone else will be in the White House, and we can only hope someone less quixotic.

Until then, of course, we'll have to put up with the principal resident, extant, about whose willingness/ability to come to grips with reality (as properly perceived) we reserve the right to maintain reasonable doubt.

Obama in keeping with his "I am King and to the hell with the rest of you" is declaring that everyone who voted for a Republican or any other non Democrat is herewith suspended from driving a car using any gasoline or diesel fuel. We all must turn off the heat in our homes and only eat two small meals per day until we die and let him take 70% of our assets. We are also to go hire more unemployed Democrats to work for our companies with the money we save on food, gas and electricity.

Posted by: sjones3 | December 1, 2010 11:20 AM | Report abuse

Makes sense. The only way Obama's "green energy" can be remotely competitive with fossil fuel is if 1) you give generous tax subsidies to "green energy" companies and 2) forbid the production of fosil fuel.

I'm waiting for the day that Obama directs the closing of all Toyota, Nissan, Honda, and Hyunda plants in the U.S., so GM, Ford, and Chrysler can compete.

Amazing. This president is determined to see unemployment remain high, domestic resources ignored, environmental scare tactics sustained and tax decisions deferred, or potentially allowed to explode. This is leadership of the worst kind.

In the 1970's the oil cartel caused a shortage in the US that resulted in people waiting at gas stations in lines of cars that extended for blocks. WE imported 30% of our oil. People didn't even leave the engines running, they pushed them forward one car at a time by hand. The Washington idiots at the time declared they would free America from mid east oil. The did just the opposite we now import 70% of our oil. You greenies that think wind and solar are the answer, they are for about 5% of our requirements, we also have to have backup oil or coal fired electric plants for the time power is not available, the wind don't blow, the cloudy sky. Electric cars just move the source of pollution; we still have to produce the electricity to charge thier batteries; so your neighbor gets the pollution instead of you. Electric cars will probably never account for more than 15% of the total cars on the road. Nuclear power is a great thing, but the same greenies that want all this will stop construction, we haven't built one in many years due to this. We will need oil to function in this country for at least the next 50 years; we damn well better drill for it now. Obama may be intelligent, but he is one of the dumbest men on the planet, and is doing his best to destroy America. However Pelosi and Reed make him look smart.

How nice of President Obama to think of the oil cartels when making his decisions. We certainly want to strengthen their strangle hold on America. Plus keeping the unemployment rates high, he'll have more than enough recruits to continue his two wars and may be even start a third. This guy is always think about whats best for the American people. Yea got to love him.

Posted by: richard36 | December 1, 2010 11:40 AM | Report abuse

So you idiots think this has nothing to do with the fact that all parties involved in drilling have been found to be taking advantage of the system, putting the environment at risk, and putting workers at risk? You'd rather let them keep doing this for what? So that you can save an extra two dollars at the pump?

Posted by: pathfinder12 | December 1, 2010 11:42 AM | Report abuse

When we switch our nation's dependence from oil to reusable energy, we will need to hire masses of people to make that happen. Where oil jobs go, other jobs are created. The notion that switching to a green economy immediately leads to job loss is bogus.

I am all for alternative energy solutions, but in my life time nothing will take the place of oil.

What I would like progressives to answer is why Obama is funding Brazil exploration with billions and yet not here at home. Are other countries helping US to fund our energy needs? I can tell you why. It has everything to do with wanting to bring UP Brazil and improve their economy, while stopping the growth and thus consumption of the US when oil prices continue to rise. This is resource/income redistribution at work by our president. Obama wants oil consumption and thus carbon output to be reduced by Americans while encouraging more consumption where there is less of now. I know Obama believes that oil can be replaced by alternative energy needs, and in some cases it can to some degree, but oil needs will rise here in the US with increased population growth.

Why doesn't the media ask Obama about his Brazilian investment with our borrowed dollars?

It also insures U.S. dependence on foreign oil for years to come. It also insures $4 gas in the near future.

Beyond the obvious job losses, we also will be giving what would have been royaltee payments to the US Government to OVERSEAS governments instead.

Posted by: sarah39 | December 1, 2010 1:04 PM | Report abuse

What we really NEED to do is the exact OPPOSITE:

I am waiting for a presidential contender to stand up on his/her hind legs and say something like this:

"My fellow Americans. I am a proud citizen of this great country and I want to help bring us back onto the course set by our founders over two hundred years ago.

Past governments, both Democrat and Republican have been stupid and reckless. They have driven this country way too far into debt. They have imposed boondoggle projects, regulations and programs to please their buddies, lobbyists and backers with little regard to their affordability or prudence.

We now owe $nn Trillion as a nation, $nnn thousand for every man, woman and child. This is scandalous and cannot be allowed to continue.

We will start aggressively exploiting our natural resources immediately both on land and offshore. We will do so carefully and prudently with REASONABLE consideration for the environment. But we WILL reduce our dependence on foreign energy, we will use the money from this to pay down our debt and to fund research into better sources of clean energy which shall be self-sustaining, without the need for taxpayer-subsidies like corn ethanol.

We have the best technology in the world, the best workers, we CAN DO it. If there are problems, if there are accidents, we will deal with them, make good and move forward again.

We will get out of the way of small business, of private enterprise, out of the way of individual freedom. We will trust you, the American people to do what you do best, work hard, build dreams and prosper.

We were founded as the "CAN DO" nation. We grew to a position of strength and prosperity the like of which the world has never seen through our "CAN DO" attitude. We did not compromise with our enemies, we did not avoid our challenges, we did not give up when there were setbacks, we faced them all head-on and won!

We WILL recover that "CAN DO" attitude and we WILL put it to work. When America prospers, so does the rest of the world."

There is a lot more that will need to be said along these lines but this is the type of thing we NEED - Honest talk, respect and a commitment to making real changes back to the solid, sound, conservative principles embodied in our constitution.

Of course all the political "experts" and "Analysts" will be horrified. They will cry that it is too extreme - Yes it is too extreme for the liberal, self-styled "intelligentsia" in the big cities but a plain-talking, "upfront" statement of intent something like this, speaking honestly, openly and treating the American people as adults and partners in the venture WILL resonate with the vast majority of REAL American people.

The exploration for and exploitation of those resources will directly and indirectly create thousands if not millions of jobs, will pump billions into the economy, reduce the debt and even generate more income for the government.

Can you just imagine the REAL prosperity that this will bring?

And as to bbolinger and his claim that Nuclear Power is the answer.... yes and no: the future is certainly nuclear in one form or another, but Obama and the Leftish environmentalists consider that even more dangerous than coal. And further, if restraining drilling in sensitive areas already hard hit in the Gulf of Mexico drives up your gas prices, don't blame Obama.
Blame the oil companies and OPEC who are holding American drivers hostage to their outrageous demands for profits.
What that extra hike in gas prices will do is simply boost oil companies' bottom lines to astronomical heights with profits that would embarrass moguls from the decades of the 1880s to 1920s.

But our oil has to come from somewhere, so now it will be extracted elsewhere where the environmental laws are not so strict and let those people deal with any consequences. Nothing is risk-free so we're just pushing the possibility of oil spills off on some other country so we don't have to deal with it. We get the oil; they get the problems. How convenient.

America is sitting on top of a “giant” 2 billion barrel (recoverable with current technology) Oil Field known as the Bakken Formation in North Dakota. This field, initially discovered in 1951, has had many studies done to determine reserves, which have been “estimated” at - between 4 and 500 billion barrels. In 2007, EOG Resources (Houston) was producing 7.4 million barrels/day from this field.....our country is consuming – about 20 million.

Then there is the “super massive” Green River Basin Formation of Colorado, Utah and Wyoming – which are holding the equivalent of 1.3 TRILLION to 2.0 TRILLION barrels of oil in shale oil deposits. This is the largest - “known deposit” - of oil in the world. Estimates of recoverable oil in the Green River Basin are around 750 BILLION Barrels.

That is three times “MORE OIL” than the total reserves of Saudi Arabia.

Two problems:

Back in 1930 the federal government tagged this land as ~ “federal territory” ~ knowing full well....what was under the ground. So the government “owns” this land.

And second, it will take 10 to 12 years.....to fully develop this field.

But these two fields alone:

- would create jobs now

- increase revenue to the federal government

- make America an - exporter of oil - instead of an importer

- solve our budget shortfall.....immediately.

- and make America “Energy Independent”......forever!!!

So my questions:

Does our government “really want” us energy independent?

This is the kind of decisions why I voted for Obama. Why in the world did he waste two years with far left agenda and squander his mandate? If he had stayed the course and worked from this base he would have accomplished much. Sad to think of what could have been accomplished if he hadn't veered so hard left. Today the trust is gone. In addition, for every gallon you put in your tank, think of it as a donation to the Saudis, Iranians, to be passed on to a very grateful Osama-bin-whatsit who will use it to pay those nice boys and girls that blow themselves up in public markets, fly planes full of innocent civilians into buildings and other such stuff.

To those who still believe that "oil is a finite resource" - the good news is that you are probably wrong.

It is now believed that Oil & gas come from the earth's core

In central Sweden this summer, drillers will be boring into the rocks of the Siljan Ring, Europe's largest known meteor crater. Oil and gas should not be down there in any quantities according to current theory, but that's what they are drilling for. Isn't it futile to fight such a well-established dogma that oil and gas have biological origins and therefore must be looked for only where life once thrived?

Not any longer! Enough anomalies have accumulated to seriously challenge the idea that oil and gas are byproducts of ancient animal life. Here are a few of these anomalies:

1. The geographical distribution of oil seems derived from features much larger in scale than individual sedimentary features.
2. The quantities of oil and gas available are hundreds of times those estimated on the basis of biological origins.
3. The so-called "molecular fossils" found in oil and claimed as proof of a biogenic origin are simply biological contaminants, particularly bacteria that feed upon the petroleum.
4. Petroleum is largely saturated with hydrogen, whereas buried biological matter should exhibit a deficiency of hydrogen.
5. Oil and gas are often rich in helium, an inert gas which biological pro cesses cannot concentrate.
6. The great oil reservoirs of the Middle East are in diverse geological provinces. There is no unifying feature for the region as a whole and, especially, no sediments rich in biological debris that could have produced these immense concentrations of oil and gas.

His school records were just made public and he is ineligible to be President by HIS VERY OWN ACTIONS. By his own admission he obtained a Fulbright Scholarship to Occidental College which is only available to citizens of foreign countries, like Indonesia which he wrote in and provided the proof of his Indonesian Citizenship. This is now a part of the Public Record so I do not know how you liberals or "Obama Intellectuals" are going to spin your way out of this one. The Constitution of the United States of America and The Federalist Papers, specifically prohibit dual citizenship and foreign citizenship of any kind in stating that the President must be A NATURAL BORN CITIZEN". This is in the Constitution to prevent having a President like Obama acting in Anti-American ways to the detriment of the United States and its citizens. His own actions have increased the unemployment rate to 9.5% (17% in real terms) and it will be that high unless and until he is removed from power legally. His luck is running out.

Do you believe in government?
Do you believe in regulators?
Do you believe in anti-polution laws?
Do you think we should be able to sue to enforce environmental safety?
Do you fear the unbridled power of a company like BP?

Then for HEAVENS SAKE! Make sure all the oil we use is PRODUCED HERE... in the USA... where we CAN enforce laws and protect the environment!

It is idiocy to force production overseas in order to 'save the environment' !!!

As corrupt as we are, we are light years ahead of the Nigerian or Brazilian regulators... and we know the Arab nations are totally profit driven, effectively hiring 3rd world slaves to work for them rather than get their own hands dirty.

Before Deepwater Horizon, we had a 70 year history of drilling in the Gulf.... Katrina went directly over the wells off the south coast of Louisiana.... no explosions, no oil spills from the wells or the refineries. (Oil spilled from oil storage and distribution facilities on land of the same type that exist in every metro area around the nation.)

Go look at Wikipedia for the world's largest oil spills.... see for yourself where they occur. (Mostly overseas production and shipping accidents needed due to using oil from overseas.)

Domestic oil: the safest, most environmentally safe path to a better environment. Domestic wind/solar: a long promised, yet to be delivered dream.

If you have ever seen wind farms, you will know what a blight they are on the landscape, and how inefficient they are as well. Same for solar farms, they blanket huge pristine areas of the desert. Biodiesel robs corn from people that need it for food and increases the cost of food. Nuclear fuel is the only really efficient form of alternative power generation, but that is nearly impossible to build in the U.S. We have no shortage of oil, gas, and coal, it's just that idiots like Obama stand in the way of making it accessible.

“....To those who still believe that "oil is a finite resource" - the good news is that you are probably wrong....”

“During a quest by Stalin in the 1950’s to determine the origin of oil a team of scientist and engineers found that oil was not a fossil fuel.

They found that oil was a natural product and a renewable resource of planet earth. They also found it was created by the high-temperatures, high-pressure and continuous reaction between calcium carbonate and iron oxide, which are two of the most abundant compounds making up the earth’s crust.

This continuous reaction occurs at a depth of approximately 100 km, at a pressure of approximately 50,000 atmospheres (5 GPa) and a temperature of approximately 1500 deg C.

This process will continue more or less until the “death” of planet earth in millions of years time.

The high pressure, as well as centrifugal acceleration from the earth’s rotation, cause oil to continuously seep up along fissures in the earth’s crust into subterranean caverns, which we call oil fields.

Oil is still being produced in great abundance, and is a sustainable resource.”

I work as a contractor in the oil and gas business. Obama and the northeast elitists who currently control the path our nation travels want gasoline at $7 a gallon to control its demand and to force Americans to use public transportation. The problem is, northeast elitists don't have a clue about middle America. Most towns and cities have no public transportation. Where I live most railroad tracks have been long abandonded and removed from the land. Farmers would face unbelievable hardship for paying high fuel costs to put food on our tables. We in turn pay more for everything we purchase everywhere due to higher transportation costs. Billions of US dollars now go to hostile nations to purchase oil, when that money should kept here at home, where we have abundant supplies of oil and gas for the taking. But a few environmentalists and elitists such a Obama and his ilk would rather see America go broke rather than prosper under his plan to redistribute America's wealth to those he believes we have wronged and cheated in years past. The man is a Muslim America hater and we had better wake up while there is still time to save our beloved nation. As the patriots did 235 years ago, some of us are willing to do whatever is necessary to save our beloved America. This man is a fraud and fake, and must be removed from office by Nov. 2012, if not before. If not we will be insolvent from sending our billions overseas and to the moocher class here at home. When a massive operation to clean the water was invited down to Louisiana by the Governor, black hawk helicopters turned them away.

Why aren't the leaders attending the conference? Oh, they say, there will be more such conferences in the future and we may attend then.

rto1 - thanks for the link. Everyone here should read that link and educate themselves. Here is an excerpt:

If the US switched from being a net consumer in the world oil market to becoming a net supplier, the price of oil would plunge, perhaps to around $US30 per barrel, with the result that the world’s economies would boom as never before. Most importantly, people would have confidence to invest in their futures, safe in the knowledge that oil would never run out. An extra bonus would be that the US military-industrial-political complex would no longer feel the need to use military force to control the Middle East’s oil supplies, and neither would any other world power.

A further bonus would be that all subsidies to producers of alternative fuels and energy supplies could be removed, with the result that such production would occur only if it was economically viable, which would mean that most such producers would either cease, or greatly scale down, their businesses.

Obama wants to take America down. America itself can't drill in the Gulf, but we support Mexico & Venezuela doing so:

1) In September, it was reported that the U.S. Export-Import Bank will guarantee $1 billion in loans to PEMEX, the Mexican state oil company, to bolster the company's oil drilling in the region. The bank, which is the official American export credit agency, loaned more than $1 billion to PEMEX in 2009 -- when the company was the bank's largest borrower -- in support of its drilling activities.

2) The U.S. is going to lend billions of dollars to Brazil's state-owned oil company, Petrobras, to finance exploration of the huge offshore discovery in Brazil's Tupi oil field in the Santos Basin near Rio de Janeiro. Brazil's planning minister confirmed that White House National Security Adviser James Jones met this month with Brazilian officials to talk about the loan. The U.S. Export-Import Bank has issued a "preliminary commitment" letter to Petrobras in the amount of $2 billion.

His entire domestic & foreign policy can be explained if you realize his priorities are to a) redistribute as much as possible, b) weaken America, c) turn America into a socialist basket case. Impeach this guy now. Why wait 2 years.

Had our Democrat Party been in control in Brazil, they never would have discovered the largest off-shore oil reserves in the Western Hemisphere.Thank God that none of our Founding Fathers were members of today's equivalent of the Democrat Party or we would still be paying exorbitant taxes to the British Crown. Johng1 ~ regarding your comment: "........electric motors are 3x more efficient than internal combustion engines. So, whether coal or gas power (and solar and wind too) is used to produce the electricity, it is far more efficient to use electric power. Instant torque too. "

There's three other issues involving small scale electric motors ~
(1) Charging up the batteries over the existing electric grid JUST WON'T WORK without depriving us of other uses for that grid ~ e.g. running refrigerator motors, stoves, air conditioners, tvs, etc.
and
(2) The batteries themselves present both safety and inefficiency problems.

(3) Currently over half our electric power is derived from burning coal. Since Obama is intending to ban coal ~ right? ~ he's going to ban coal ~ and that will cut the available power in half. I seriously doubt I will tolerate my neighbor charging his mini-Volt at home on my part of the grid if all that happens is i have to make a deal with a guy with his own personal "dog hole" who has bootlegged coal for sale to burn in my furnace.

what your college friends haven't told you is that it takes more energy to make those cars than driving a hummer for 10 years. and that's just the production. then where do you think the energy to re-charge the batteries comes from Mr. Wizard? yep, fossil fuels at power plants. it doesn't just magically appear our of those little holes in your wall. i swear you are a horrible scientist. just because you don't see the exhaust coming out of your little tailpipe doesn't mean it's not being generated somewhere little johnny.

It's good to have a sense of humor and the indulgence of a grandparent when you read the posts from our warm and fuzzy greenies. I know they actually / mostly believe what they say and have good intentions. We can only hope that they do not harbor the same deep resentment of the USA that Obama does, nor that they would try so hard to relegate it to the scrap heap of history.

Well, isn't that special! Our Child King/Dictator and his totalitarian cronies won't "allow" the private companies in the U.S. to help reduce our dependence on hostile, foreign oil.
What more does this enemy of the American people need to do to prove just how much he HATES this country?

------------------------

Taxpayers pick up the tab when oil companies screwup. Reduce dependence on foreign oil by reducing your consumption. U.S. dependence is caused by overconsumption. There is no free lunch.

Posted by: sr31 | December 1, 2010 3:32 PM | Report abuse

One of the problems is that the oil drillers have all kinds of unused leases in the US already. They simply aren't utlizing all the leases they have. They want the new areas opened up now, so they can seize those areas at todays lease costs.
But they won't develop them. They'll sit on them. Why? One: it takes up to 10 years to develop a deepwater oil field. Two: They need oil prices kept high to actually make money at those sites. They have no interest in lowering prices because of their increased domestic volume. Three: There really isn't the domestic infrastructure to handle the new areas if they are quickjly and fuklly developed.
Waiting makes sense. Drillers can be forced to utlize current leases and when the price of oil icreases again, the new areas can be opened up at rational lease rates.
And, the regulatory process might be improved enough to actually eliminate the possibility of another spill.
Don't trust the oil companies. Even if they got the new areas, they wouldn't start production there for 15 to 20 years anyway.

This is payback from Obama, pure and simple. He froze wages for two years on federal employees while his wife hires a new staff member. Why not reduce all that staff and half of the czars? His debt commisssion wants to slash medicare and raise the age for Social Security after the federal government has been using Social Security as a slush fund for years. As president, I intend to ban offshore drilling to appease those who think oil is bad for the environment. However, my primary goal is to increase our dependence upon foreign oil, i.e., paying vast sums of U.S. dollars to those oil producers in the middle east who then turn around and use our money to finance acts of terrorism against our country and our allies. By showing our trust in our enemies, I believe that this will motivate them to defy the direct command of their god Mohammed Ali to wipe us off (The Great Satan) the face of the Earth. In the meantime, militant environmentalists are free to continue their covert sabotage cactivities against oil platforms, the Alaskan Pipeline, etc. As for any genuinely viable alternative to oil, there is none, but we're working on it and expect to have something tangible by about the same time the time the Moon has been colonized.

Unbelievable.

There was no true reason for the knee-jerk reaction ban in the first place. A once-in-a-lifetime accident (semi-submersible burning down) results in Obama playing a big political game with the whole industry.
Furthermore, he acknowledged everything would revert back by now and TODAY he completely changes his mind!?!

WHY? What illogical environmental activist group or Senator has Obama in their back pocket? Or is it OPEC perhaps? Cut a deal with the Mid-East??
Making a laughing stock (again) of America, with its anti-business, anti-industry, anti-reality, inexperienced President.

(P.S. and No, "everyone" was not villifying the oil industry this summer, just the liberals. most ppl were searching fast for a solution to this horrible, rare accident.)

U.S. reimposes offshore oil drilling ban after loaning Brazil billions to drill offshore...

NObama 2012

Posted by: georgedixon1 | December 1, 2010 5:08 PM | Report abuse

Specifically, it looks like all Obama is doing is to re-instate the original moratoriums on new leases in the Atlantic, and in the Eastern Gulf next to Florida. Under pressure from the right he opened these oceans before the BP spill. The spill changed his mind. Oil companies who would buy the leases would not begin drilling on them for years, if ever. So, what's the point?
It has been established for years that the USA does not have nearly sufficient oil resources, anywhere wet or dry, to drill our way out of oil-dependence from overseas...no matter how many new areas we open. Not ever close. So, if we use our "cooler heads" we might agree that a broader approach to oil-indpendence is only reachable if we work together, drill where it is feasible and embrace conservation, energy alternatives, and alternatives to gasoline for our cars. My question with the Obama administration is "Why do we continue to ignore natural gas? It burns cleaner than coal or oil/gas and we have enough natual gas in the Continental US to last 200 years. --Cars, trucks, Busses are already using it.
Looking at the comments here, my guess is that Obama is a kid torn between extreme left and an angry right, seeking a middle that doesn't exist, except on his wish-list. My guess is Obama will be drummed out of office by a giant concoction of hatred and mis-information, while we 'mericans will spend the next years in class-warfare, polarization and poverty, simply because we are too obnoxious and divided to solve our problems reasonably.

You know the oil and gas company lobbyists will be all over the republicans to cut a deal to unlock these leases, and the republicans do not want those tax cuts to expire and might accept a compromise. By controlling the leases, Obama controls a chip in the game.

Obama's move was a shrewd one politcally as well: Nobody wins a presidential election in 2012 without FLA's 29 electoral votes, and trust me, as a Flordian when I tell you this drilling ban will go a long way toward securing those FLA electoral votes. Add in NY, CA, IL and Obama has almost half the electoral votes he needs. I know you all TeaBaggers think math is hard and all, but it's easy to see this one coming. Of course, Soros just bought nearly 900,000 shares of Monsanto, making it his second business investment.

Now with the moratorium, George's investment in Brazilian oil production can see even more profit, sooner.

Why don't we just cut out the middle-man, and make Soros our president?

The oil industry has been telling us for years that it can drill safely and in the event of an accident, control the spill quickly. It wasn't only the BP oil spill that exposed the lie. The horrible shape of the Alaska Pipeline (another disaster just waiting to happen), and the corruption of oil influence of our own government are just 2 more examples.

I do not understand what it is about Republicans that makes them want to swallow hook line and sinker the crap their leaders and pet media feed them. Its hard for me to imagine a stronger reality check than watching that oil spill go on for months.

And yet they still insist that the oil industry can be trusted to do the right thing.

I think that the oil industry actually CAN do the right thing, but just like any other moneyed interest, they must be compelled to do so with tighter regulation and oversight.

It is entirely reasonable to change ones position in the face of a changing reality. In March when Obama announced he wanted to expand drilling, he (and most reasonable people) had one view of the trustworthiness of the oil industry and today have quite another.

The real question on my mind is why don't the Republicans? Are all you guys simple?

Oil is not a ‘fossil fuel’ but is a natural product of planet earth – the high-temperature, high-pressure continuous reaction between calcium carbonate and iron oxide – two of the most abundant compounds making up the earth’s crust. This continuous reaction occurs at a depth of approximately 100 km at a pressure of approximately 50,000 atmospheres (5 GPa) and a temperature of approximately 1500°C, and will continue more or less until the ‘death’ of planet earth in millions of years’ time. The high pressure, as well as centrifugal acceleration from the earth’s rotation, causes oil to continuously seep up along fissures in the earth’s crust into subterranean caverns, which we call oil fields. Oil is still being produced in great abundance, and is a sustainable resource – by the same definition that makes geothermal energy a sustainable resource. All we have to do is develop better science to predict where it is and learn how to drill down deep enough to get to it. So far, the Russians have drilled to more than 13 km and found oil(1 kilometer = 0.6213711 miles). The deepest any Western oil company has drilled is around 4.5 km. The president is operating under the same false assumptions that most people do.

A team consisting of Russian scientists and Dr J. F. Kenney, of Gas Resources Corporation, Houston, USA, have actually built a reactor vessel and proven that oil is produced from calcium carbonate and iron oxide. The hypothesis of a biological origin for petroleum and the assumption it will all get used up soon fuels the erroneous actions of politicians like Obama. At our current consumption rate and the current rate of "new" deposits being found we are looking at 500 years before exhaustion (more or less). By then I'm sure the human race will have moved on to a better way of doing things. The last thing we need is to curtail drilling and exploration. We simply need to use it better and pollute less.

Yes Obama !!
Let the rest of these idiots swim in oil until they drown.
The BP disaster didn't teach them anything, and looking at what I see in these ignorant comments I realize that you can't win an argument with someone who doesn't know the difference.
Big oil has run some great campaigns, just like the medcal corporate monsters who have convinced Americans that they don't need to improve health care.
Well now, after the golf disaster, just a few months, look at all the cheerleaders for big oil, as if the entire spill that inflicted so much destruction on life ,was just another cartoon in the minds of these idiots.
Someday they'll get their war torn, oil soaked, lifeless , nuclear waste planet, and voices like Obama's will be long gone.
But for now, I am proud that he stood up and represented the millions who voted for him to do EXACTLY what he did in this case.

Good Policy Obama. You can't get anyone to buy into your stupid wind power and green plans so you want to cripple the average American until they listen. You are like that kid in the playground who brought the ball to the kickball game, but once he realized he wasn't any good, he took the ball and ran home. What a child you are.

Are these comments for real?!? What a child Obama is? Ha!

What a crock of lies republocrat1. oil is NOT a renewable resource!

Why would Obama do this? Simple. The less drilling, the fewer US jobs and the higher the cost of energy here, leading to more job losses. Obama loves high unemployment because it means he can send out $300 unemployment checks and people will think "Wow, he really cares about me. I'd better keep voting Democrat." But people, wouldn't you rather have an actual job with an actual paycheck?

Be sure to thank Obama when gas hits $4 a gallon.
..............

DUHHHHH............

How about be sure to thank Obama when crude oil isn't washing up on your beach.

As if Obama's policy on off-shore drilling will amount to $4/gallon--did you whine when mr. flightsuit brought you well over $4/gallon?

Wake up and get real.

Just when you think he "got the message" from voters about the economy and jobs, this Socialist Tool is out destroying more jobs and a another sector of the economy.

Time to cue in the Congressional investigations on why the Obamites ar hell-bent on destroying the US coal, oil, and natural gas industries and transferring those technical exploration and development assets developed over 80 years inside the USA out to Soros, Russia, the Brazilians and Libyans.

Greennmoutains" Wow! Obama is actually going to prioritize the environment over greed and convenience. It's about time!

For every gallon you put in your tank, think of it as a dead Iraqi child, or a polar bear, or another dead whale."

No, Obama just put you Green whackos over jobs, ending the horrific dependence we have on foreign oil, and people dreading a 2nd major recession.
It may sound good to you to make brainless assertions that every gallon of oil used means another dead Iraqi child or dead polar bear.....

1. But if you want scads of dead Iraqi babies...just take over from the US Army with a Green Nazi Army there to "save the planet" by trying to force Iraqis to leave their oil in the ground and not sell it to anyone...at gunpoint.
2. I suppose the 1st way you morons could save the polar bear babies...if you believe each gallon of gas used kills one...is to refrain from any nature tourism. No more flights to the rain forest, Yosemite, Denali, or polar bear watching trips for you guys.

Be sure to thank your congress republicans and dems alike for $4 gas when ethanol subs are eliminated. Ethanol industry supports 500,000 jobs to offshore oils 50,000. Learn the facts folks. Ethanol 2 to 1 energy positive vs crude fuel. Ethanol creates AMERICAN jobs that cannot be exported. ETHANOL saves lives. OIL subsidies are 20 times higher than ethanol subsidies. Stop the corperate wellfare to the EXXON mobiel shell etc.

" Solar energy is the future, and it's here...
Posted by: dylan915"

If it is here, where is it??

You Green imbiciles who have said your Blessed Solar Cure-All was here - have been saying it since the late 60s. It is not reality, it is your misplaced religion.
If it is here, it is only here with heavy government subsidies and utilities forced to take the stuff at the equivalent cost of 50 bucks a gallon of gas - then dilute that cost by diluting in with cheaper energy sources before consumers are forced to buy it in their electric use rate base.

continuation-

Furthermore, lest people imagine that it too (like the OIL) has been “dispersed into the water”, BE ADVISED: METHANE IS NOT WATER-SOLUBLE! Presumably however much of it has been released I WOULD THINK MUST HAVE BUBBLED UP THROUGH THE WATER AND, except for perhaps 10% or so of everything that was “burned off”, MUST HAVE NOW GONE OFF INTO THE AIR!! And STILL MORE of it will ALSO be generated by the anaerobic “metabolic breakdown” by BACTERIA of all the “dispersed” OIL!

"We" LONG ago already realized that this stuff (being FLAMMABLE, and indeed EXPLOSIVE) needed to be "disposed of". And years ago one would see FLARES burning in the vicinity of oil refineries --- which at least served to "convert" methane into carbon dioxide, which IS NOT flammable and explosive. We don't do THAT any longer (at least not on LAND, in "developed" countries); rather "we" CAPTURE the stuff. (It is USEFUL AS A FUEL!) And indeed, nowadays every lousy LANDFILL is outfitted with a system of gas-collection wells to CAPTURE the methane that is inevitably given off in the course of anaerobic decomposition of organic material.

I submit that now that the Macondo beast is indeed finally quelled, it IS high time to think about all of that! I, for one, wonder whether perhaps there might be a dimension of the damage of ALL "our" initiatives to drill deep under water THAT HAS SIMPLY LONG BEEN IGNORED HERE! --- being in essence considered to ostensibly be "trumped" by all the "ECONOMIC disruption" about which so many are (perhaps foolishly?) TOO concerned when there may be EVEN MUCH LARGER concerns!

SOME amount of methane leakage must be INEVITABLE in drilling down to highly pressurized deposits of oil and/or natural gas. But when an accident occurs A MILE UNDER WATER, "remediation" is JUST NOT POSSIBLE! So now --- HOW ABOUT SOME ACTUAL EXPERTISE BEING DEVOTED TO ACTUALLY CONSIDERING THIS DIMENSION OF THIS AND OTHER "BLOWOUTS" AS WELL!! Any ENVIRONMENTAL EXPERTS out there care to COMMENT??

And more generally, I wonder if the considerations I am raising here might perhaps be the REAL compelling consideration in this latest action to limit underwater drilling.

I don't fault Obama & Co. They/"we" HAVE REALLY BEEN GIVEN NO CHOICE by "Economic Interests" that have been "cultivated" FOR MANY YEARS by the "Big Oil" wing of "our" supposedly beneficent "Culture of CORPORATISM". These birds have surely managed to engineer abject addictive dependency on the energy resources they control --- and the TECHNOLOGICAL IGNORANCE of evidently THE SUBSTANTIAL PREPONDERANCE of "We the (small) People" seems to have long been quite effective at PERPETUATING that long-standing, mind-benumbed dependency. Witness the fact that the whole BP debacle seems to have been in many respects largely "finessed"!

It is beginning to dawn on people that much of the ostensible $20 Billion "Damages" Fund will end up being RECOUPED by means of offsetting “their” losses against what would have otherwise been TAXES “THEY” WOULD HAVE PAID --- so that much of the cost of the cleanup will end up being in essence "sloughed off" onto other US taxpayers. Surprise, surprise!

But what is really EVEN VASTLY MORE OUTRAGEOUS THAN THAT is that probably the GREATEST ACTUAL damage of the whole fiasco SEEMS TO GO BASICALLY UNRECOGNIZED by most folks --- who don't seem to have the WIT to even RECOGNIZE a MAJOR aspect of what has actually transpired here!

There is a "whole 'nother dimension" of the oil spill that DOES NOT SEEM TO HAVE BEEN “PICKED UP ON” IN THE GENERAL POPULAR CONSCIOUSNESS --- and I’m afraid that IT CERTAINLY SHOULD BE!! I refer to the release of all the METHANE that PRESSURIZED the flow of the gusher to the extent of having DRIVEN that whole spill of 5 million gallons of oil. I have heard one figure stated that 40% of the flow was methane (and no, I don’t know whether that was by weight or by volume --- or whether at those pressures and temperatures it even makes much difference).

I point out to people that methane (CH4) IS A VERY "EFFICACIOUS" GREENHOUSE GAS! (meaning, of course, that IT TOO, just like CO2 about which many folks now generally understand, operates like a "blanket" that "holds in" the energy of electromagnetic radiation from the Sun, photons of which EASILY PASS THROUGH the atmosphere COMING IN, but then interact with the atoms of the Earth that they eventually strike and end up energizing “rebound” re-radiation of LOWER FREQUENCY photons of INFRA-RED energy. To THESE, such gases are OPAQUE, so that the resulting "heat" energy CANNOT RE-RADIATE FREELY BACK OFF OUT INTO SPACE --- so it "PILES UP", and THE EARTH GETS HOTTER!)

But CO2 is NOT THE ONLY such "greenhouse gas"! METHANE is evidently MUCH WORSE THAN CO2!! I have seen one figure suggesting that where methane IS FLARED to CO2 the relative benefit vis-à-vis the greenhouse effect is AS MUCH AS 96%. So do the math! With respect to computation of a “tons of CO2 emitted” EQUIVALENT, the “efficacy ratio” MUST BE ABOUT 25 TO 1!! But if a release occurs A MILE UNDER WATER --- EVIDENTLY NOBODY EVEN BOTHERS TO THINK ABOUT THE WHOLE SUBJECT! (Out of sight, out of mind…)

Methane... That is indeed something to consider.
Tea party people (in general... not all)... What makes you so hateful. Don't you care about the earth you live on, other people, animals, our oceans... Where is your ability to reason, to find innovative solutions, to sacrifice a little, live with a bit less... To see what's really important in life. Some people can't see the forest for the trees - their hate (which has nothing to do with the subject at hand) gets in the way. If all that energy were put to working together to find solutions we'd be a lot better off. After all, a polluted, unhealthy world does none of us any good, does it? We can't fix everything all at once, but we have to start somewhere.
