Hey, isn't that...?

Betsey Johnson munching on rice-cracker tuna with her sister on the rooftop terrace of the W Hotel on Monday night, wearing one of her own tutu skirts and arm warmers -- but since the warmers weren't doing the trick, snuggling under one of the hotel's blankets as well. The designer was in town for the American Association of People With Disabilities gala.

Sean Penn dining at his regular D.C. spot, Bistro Bis, Tuesday night -- this time with Rep. Dennis Kucinich and wife Elizabeth. One of the biggest names in this week's D.C. celeb invasion is here for a benefit at the Haitian Embassy.
