Owen Wilson wrapping up his mystery tour of Washington with a tour of the Spy Museum Wednesday. Rode up on a bike -- black T-shirt, blue gym shorts, tennis shoes. (And solo this time, unlike his Monday night dinner at Oyamel with an unidentified lady.) His rep offered no intel on why he was here but said he's gone now.

Jill Biden and a group of women -- her nieces, we're told -- dining at Cork Wine Bar on 14th Street Wednesday night. Charcuterie, cheese, chicken, fries, wine.
