Another White House staff change, this time in the East Wing: Tina Tchen is Michelle Obama's new chief of staff. The Chicago lawyer served under Valerie Jarrett as director of the White House Office of Public Engagement, and will continue as executive director of its Council on Women and Girls. This is Obama's third chief of staff in two years; Tchen follows Susan Sher, who is returning to Chicago, and Jackie Norris, who was replaced in 2009 just four months after the inauguration.
