House Budget Vote Is a Piece of Cupcake

Members of the House Budget Committee who met late into the night Tuesday to vote on the Democrats' $3.5 trillion budget plan got downright punch drunk.

Perhaps the oddest moment came when Rep. Marcy Kaptur (D-Ohio) compared drafting the nation's tax-and-spending plan for the next fiscal year to... baking cupcakes.

The cupcake riff went something like this (though, beware: it's bizarre and, really, you need to watch the video below to believe it): If the budget and appropriations committee get together to bake cupcakes, but some members of the budget panel take some of the yolks from the eggs needed to bake those yummy cupcakes, then the recipe is botched beyond repair and there won't be enough cupcakes to feed all the lawmakers and their aides.

"What I want you to understand is that you control the eggs," Kaptur said to the other members of the budget panel, many of whom seemed to be scratching their heads.

At one point, Rep. Patrick McHenry (R-N.C.) interjected and asked, "Will the gentlelady yield? Are we the cupcakes, the yolk, or the bowl?"
