Is this right ?
We spend $80 B a year on the various Intelligence agencies.
About
$50 B goes to the CIA;
$ 6 B to DIA & the Service agencies;
$10 B to NSA;
$10 B to NGA; and
$ 4 B for Starbucks coffee.
Just kidding on that last one.
The CIA MUST allocate money based on threats, right ? Less to study Lesotho and Palau; more to keep tabs on Libya and North Korea (does anybody seriously consider Iran a threat ?)
So, assuming the CIA spends at least $3 B a year keeping tabs on the Maghreb, Egypt to Morocco, how did we not see any of these revolutions coming ?
Firing Secretary Clinton won't fix the systemic problems at State, but her firing is a needed aignal that failure is not acceptable. Well, if she's getting the boot, Director Panetta deserves it all the more.
