The Capital Weather Gang says it will be sunny and breezy today, with high temperatures moving into the low 50s. There are a couple of school delays in the area. Coming up: Time to pay. Beginning this morning, no more free rides on Maryland&apos;s Intercounty Connector, which links Interstate 270 in Gaithersburg to Interstate 95 in Laurel. Dr. Gridlock reminds us that the electronic tolls will be imposed starting today. The toll will be 65 cents to $1.45, depending on the time of day. And remember, the speed limit is 55 mph.
