July 1: Congress could pursue contempt charges for Bush
The chairman of the Senate Judiciary Committee signaled today that he would seek to hold White House officials in contempt of Congress if they do not comply with congressional subpoenas.
"If they don't cooperate, yes, I'll go that far," said Sen. Patrick Leahy (D-Vt.), when asked on NBC's "Meet the Press" if he would ask Congress to hold President Bush in contempt if he refuses to respond to subpoenas.
"They've chosen confrontation rather than compromise or cooperation," Leahy said.
Democrats and the White House are locked in battle over two areas in which Congress has asked for access to information.
Last week, White House counsel Fred Fielding said Bush has claimed executive privilege in deciding not to turn over documents relating to the administration's warrantless surveillance program. Bush also has relied on executive privilege to refuse to allow former White House officials Harriet Miers and Sara Taylor to testify in the continuing investigation over the firing of nine U.S. attorneys.
"The president and vice president are not above the law anymore than you and I are," Leahy said.
Leahy said he is not trying to shut down the surveillance program.
"We're asking what was the legal justification they tried to follow when for years they were wiretapping Americans and everybody else without a warrant," Leahy said.
On the fired U.S. attorneys, Leahy said, "The bottom line is in the U.S. attorney investigation, we have people manipulating law enforcement. Law enforcement can't be partisan."
Leahy predicted the White House and Congress could find a compromise, suggesting that sessions with White House officials that are under oath and transcribed would be acceptable. The White House has allowed only for interviews that are neither under oath nor transcribed.
"They've always found a way to ... get the information Congress is entitled to," Leahy said of previous Republican and Democratic administrations.
But if the White House continues to assert executive privilege, he said, the next step for Congress is to determine whether the claim is legitimate. "Based on the court cases," it is not, he said. If his colleagues agree, the Judiciary Committee and Congress will have to vote on whether to hold Bush in contempt, and if they vote in the affirmative, the case will be relayed to the U.S. attorney for prosecution.
The war
Sen. Richard Lugar (Ind.), an influential Republican and former chairman of the Senate Foreign Relations Committee, called for a change in U.S. strategy in Iraq, predicting the president's strategy of sending 30,000 more troops to the country will not succeed in a timely manner.
Lugar surprised many in both parties last week when he came out and made similar remarks on the Senate floor. Democrats say they are planning to try to use a Senate defense authorization bill next week to force withdrawals, but most observers expect that, like previous attempts, to fail ahead of planned testimony in September from Gen. David H. Petraeus, the U.S. commander in Iraq, and Ryan C. Crocker, the U.S. ambassador in Iraq, on the effectiveness of the "surge" strategy.
"The point of the surge was to give time for the Iraqi politicians to work out the constitutional elements, not only the oil law but the local elections, a whole raft of things.They're not going to be able to do that in that period of time of December or next March, or what have you. It may take years," Lugar said on CBS' "Face the Nation." "This is sad, but that is the case."
Lugar called on President Bush to join with a bipartisan group in Congress "to think through three elements:"
* "How we can form a diplomatic forum in which the Iraqis and the United States bring together all the neighboring countries."
* How this can "be buttressed by American forces who would stay relatively indefinitely in Iraq, performing services of training the Iraqi police and military people, but also working with other nations to secure the borders."
* How to begin the "withdrawal of a majority of American troops in a calm, orderly way, over the next few months, so that we refurbish our ability to meet problems elsewhere in the world."
If the president hopes to continue his current strategy, he probably will be able to through the conclusion of his term, Lugar said. But, he added, "My guess is the constraints of the presidential campaign, the congressional campaign are likely to bring pause even to the president if he were to have that idea."
Appearing on ABC's "This Week," Sen. Joseph I. Lieberman (I-Conn.) had a few thoughts about the presidential race and the war.
"I'm not going to make my selection of who to support for president in '08 based on party," he said. "I'm going to choose to support whichever of the candidates I think will be the best president of the United States to protect our security against the threat of Islamist terrorism and to rebuild America's economy, health-care system, environment and education system.
So, yes, I'm disappointed by [the Democratic candidates' positions on Iraq], but when I make my decision, it's only a personal decision. It's going to be based on questions that are both foreign and domestic, but so far I would say that Democratic candidates, in the larger questions of American security, have been disappointing, and I hope things will get better as this goes on."
Terrorism in Britain
With news of multiple foiled terrorist plots in Britain, Department of Homeland Security Secretary Michael Chertoff made the rounds, saying on "Fox News Sunday" that "we do not see any linkage" between what is happening in Britain and the United States.
Chertoff said he wanted to let the British government release any information about the terrorist plots there, but he allowed on ABC that "I do think at least a working assumption that's reasonable is that there is a connection between the events in London a couple of days ago and the bombing yesterday in Glasgow."
He added, on CNN's "Late Edition," "it certainly seems a reasonable possibility that it is either al Qaeda or people who are associated with al Qaeda or sympathetic to al Qaeda. I don't think, again, we can be definitive about whether this is a plot that was directed from al Qaeda central, so to speak, or whether it reflects what we sometimes call homegrown terrorism."

Bush has shown nothing BUT contempt, not only for congress, but to everyone that does not agree with him. Comply with congress or not, he should still be held in contempt. Only in america could one of the lowest examples of human life become president. It is WAY past time for congress to hold this criminal accountable, and if they continue to shirk thier duty to the american people, they had better shop that resume' around before the next election.

blt2, of course you cannot follow reason. Yes, the Republicans tried to impeach Clinton, but on a personal matter. What Leahy wants to find out is how far Bush & Co. tried to surmount the Constitution and by-pass Congress with uinauthorized surveillance and appointing AG's who would only go after Democrats and be approved without the usual Senate confirmation. So yes, Bush did do something that hadn't been done before.

One of the 'Washington Week' panelists this past Friday suggested Bush will never give in to Congressional subpoenas and will take the fight to the courts because he has nothing to lose by doing so. We have no right to be there and need to bring our troops home and put Bush in Jail. There are thousands of people here in the United States that need help. In my opinion, what they are doing is worse than a lie under oath. No other President in history has acted more guilty, or responded to these types of investigations as if there was a whole lot to hide more than this one, not even Nixon. Nothing has changed in this government since 1963 and still you all seem surprised by the actions of the Neocons and the skull and bones blood for money group. Demand that Bush hand over FULL transcripts from his horrific and impeachable crimes committed after the levees broke 2 days after Katrina (Aug 25th-Sept 20th 2005) The crimes ordered directly by the White House will allow Bush to serve prison time once released. Why does Joe Lieberman (I-CT) keep getting selected for the bobbleheads?
I realize he is the head of Senate DHS committee, but this question is on presidential politics, about which he should have no impact.
Only the MSM selection of Joe as 'spokesman for something' makes his opinion 'important'. He doesn't speak for Democrats, he doesn't speak for Republicans and he doesn't speak for Independents.
He is clearly an aberration, but why does the MSM give him the megaphone?
