Everyone hates Congress: Does it matter? (VIDEO)

Poll after poll released in recent days suggests that the American public is unhappier with Congress than at any point in modern history.

In a Gallup survey, congressional approval was at just 13 percent -- the lowest it had EVER been measured in the poll. Other national surveys shows large majorities of the public dissatisfied with the performance of their elected officials.

But, to what end? Does the public's increasing distaste with Congress mean we are headed for -- yet another -- tumultuous election cycle in 2012? Or is it sound and fury signifying nothing?
