Thanks for your comment. GOP sources say Frederick could possibly move - its as easy as renting an apartment - into the 1st district. If Frederick wants to someday be a member of Congress, his chances of being elected in the increasingly Democratic 11th District would probably be slim.

You don't need to live in a Congressional district to represent it in Congress, you just need to live in the state.
And Ryan McDougle is a State Senator now, he replaced Bill Bolling in Virginia's 4th when Bolling moved on to presiding chair in the Senate.

Anne Petera lives in James City County, not Hanover. She hasn't lived in Hanover for more than 5 years.
