McDonnell names new Offshore Wind Development Authority

Rosalind Helderman

Gov. Bob McDonnell (R) has appointed members to his new Offshore Wind Development Authority, designed to encourage windmill energy projects off Virginia's coast.

The appointments, announced Friday, include the assistant city manager of Virginia Beach and the head of alternative energy projects for Dominion Virginia.

The Sierra Club criticized McDonnell on the eve of his gubernatorial conference on energy last month because he had announced that he would be forming the authority but had not named its membership.

The group said the delay called into question his commitment to alternative energy and accused McDonnell of showing a lack of leadership on the issue.

On Friday, Glen Besa, president of Virginia's Sierra Club chapter, said he was glad to see the appointments but wants to see progress.

"We're very pleased the governor has made these appointments," he said. "We hope they'll move quickly to pursue action on offshore wind, and we hope they'll make up for lost time and move forward."

The new members of the Offshore Wind Authority are:

-Mark Bitterman of Vienna, senior vice president of government relations for Orbital Sciences Corp.

-Joan M. Bondareff of Alexandria, energy and environment team leader for the SPECTRUM Group and of counsel for Blank Rome LLP

-Mary C. Doswell of Richmond, senior vice president alternative energy solutions for Dominion Resources Inc.

-Lisa D. Johnson of Goochland, senior vice president of power supply for Old Dominion Electric Cooperative

-Bob Matthias of Virginia Beach, assistant to the city manager of Virginia Beach

-Arthur W. Moye Jr. of Virginia Beach, executive vice president of the Virginia Maritime Association

-Brian L. Redmond of Richmond, managing director of CP Energy Group

-Ron Ritter of Chesapeake, senior vice president of Earl Industries LLC

They are not "windmills" (nothing is being milled).

They are wind turbines.
