House GOP announces program against illegal immigration

A group of House Republicans announced plans Tuesday to put forward a package of at least 16 bills aimed at illegal immigrants, including bills that would revoke the driving licenses of deportees, block illegal immigrants from attending public colleges and universities, and require the state to begin tracking the number of undocumented children in public schools.

"America is a nation of immigrants," said Del. L. Scott Lingamfelter (R-Prince William), who is leading the task force appointed by House Speaker William J. Howell (R-Stafford). "We are also nation founded on the rule of law, the right to possess private property and a common American identity."

Lingamfelter said state action was needed because the federal government has "completely failed" to protect its borders.

The package unveiled Tuesday includes similar bills - HB2332 and HB1430 -- that would require authorities to ascertain the immigration status of anyone "taken into custody" to make sure that the check would apply to those who were arrested by police but released on bail or bond before being taken to jail. Del. C. Todd Gilbert (R-Shenandoah) would require parents who enroll children in public school to disclose their immigration status and require the state to tally the numbers. Del. Christopher Peace (R-Hanover) would prohibit illegal aliens from enrolling in public higher education institutions. Other bills would force all public contractors, employers with more than 15 employees and all local governments to enroll in the E-Verify Program to ascertain the status of newly hired employees.

Del. David B. Albo (R-Fairfax) said that although the group was motivated by a recent, controversial law in Arizona that gave police sweeping new powers to inquire of people's immigration status, the final package represented a more moderate approach that should pass constitutional muster. But even Republicans acknowledge that few, if any, have a chance in the Democratically controlled Senate.

"It's mostly filling in loopholes," Albo said.

Virginia already denies driver's licenses to illegal immigrants and all taxpayer-paid services except those mandated by law, such as public education or emergency medical care.

"Virginia has passed some of the most aggressive measures against undocumented immigrants, yet it never seems to be enough for these guys," said Del. Scott A. Surovell (D-Mount Vernon). "I find it fascinating that all these small-government conservatives are advocating expensive, big-government intrusions into duties the federal government already does."

The Republicans backing the immigration bills rejected criticism that their proposals could fan racial tensions or sacrifice the GOP's future prospects for immediate political gain. Latinos, for example, as the nation's largest minority, add almost half a million voters to the rolls every year, as Surovell pointed out during a speech on the floor of the House during Tuesday's session.

Lingamfelter also dismissed analyses that suggest that the GOP could be sacrificing long-term viability for short-term success.

"I'm proud to be part of a party that believes in the rule of law," he said.

Members of the caucus believe that even if the bills did not pass - and at least some will certainly face long odds in the Democratic-controlled Senate -- they hoped that their introduction in the General Assembly would make the federal government take note and do more to enforce existing immigration laws. The message, as Lingamfelter put it, would be: "We expect you to get off your keester and get busy and enforce the laws of this nation."

Actually, that's not true.

The immigration reform suggested only acted retroactively, not for anyone crossing the border in the future. It was addressing those already here.

Turn off Fox noise for a change.

Thank God. We have been waiting for the enforcement since the Democrats promised 26 years ago to talk the Alzheimer President Reagan into giving millions a free pass.

this doesn't happen already? why would you get to keep your Va license if you've been deported? it just make you look okay if you sneak back in and get caught.

I feel sorry for Mitt Romney. If comprehensive immigration reform remains unresolved by 2012, Obama will be the default option for two-thirds of the Latinos and the Republican presidential candidate will go down in defeat.

Why in the world would anyone defend people breaking our law to come here illegally? It's astounding how many are OK with this.. And they think anyone who dares expect the laws to be followed is somehow un Christian, un American, un kind. It's amazing! You have it totally backwards...We have immigration laws for a reason.. A good reason..Asking them to be adhered to is NOT asking for too much. When we do not have rule of law, we have the total chaos of today.

These hispanics and their enablers have been threatening their vote this and that every time that they end up on the losing sides of things, which has been pretty regularly here these days. Their hollow threats will never get them anything from the majority of us, except their speedy Gonzalez boot back across the border. And furthermore, Obama cannot get elected with just 50% of the hispanic vote, 70% of the black vote and 10% of the white vote. Just like Hillary in '08, he's outta here.

At the end of a successful day of meetings with legislators in the Virginia House and Senate, the VACOLAO officers had this to say about the organization's legislative agenda and the continuing efforts of some legislators to make immigration a partisan political issue:

"VACOLAO members and supporters were here today to send a strong message to Virginia legislators that Latino Virginians and their allies who believe Virginia should be a diverse and inclusive Commonwealth are ready and able to accept their civic responsibilities both to advocate their views and to exercise their right to vote in accord with those views," said Edgar Aranda-Yanoc, president of VACOLAO. "I am proud that we had such good representation here today, and look forward to continuing to grow our organization and our influence in the year ahead," he added.

"The Latino community in Virginia is overwhelmed by the continuing assault on our community represented by proposals too often driven by misinformation and fear," said Leni Gonzalez, secretary of VACOLAO. Speaking of various law enforcement proposals now before the legislation, she continued, "Virginia is currently one of only two states in the nation that requires an immigration status check for every person arrested and taken into custody. Proposals to move the check from the jails to the streets make no sense, are not supported by any evidence that the benefits will outweigh the costs and will make us all less safe. We strongly oppose legislation that would turn every state and local police officer into an immigration officer."

Turning to bills that would deny educational opportunity to immigrant children and intimidate their parents into not enrolling them in school, Andres Tobar, treasurer of VACOLAO said, "We agree with the Virginia Interfaith Center that children should not be scapegoats used as bait to try to identify who among their parents is in the country without authority. Moreover, children brought here without choice by their parents should not be punished for their parents actions by denying them access to education at either the elementary/secondary or college level. We should be working positively to help these children become taxpaying citizens of the Commonwealth."

It is almost beyond belief anyone could not see the extreme error in that statement. We can all hope he is one of the people who wakes up after the next election and can no longer pretend to represent the people of the United States.

Everybody says there is this RACE problem. Everybody says this RACE problem will be solved when the third world pours into EVERY white country and ONLY into white countries.

The Netherlands and Belgium are just as crowded as Japan or Taiwan, but nobody says Japan or Taiwan will solve this RACE problem by bringing in millions of third worlders and quote assimilating unquote with them.

Everybody says the final solution to this RACE problem is for EVERY white country and ONLY white countries to “assimilate,” i.e., intermarry, with all those non-whites.

What if I said there was this RACE problem and this RACE problem would be solved only if hundreds of millions of non-blacks were brought into EVERY black country and ONLY into black countries?

How long would it take anyone to realize I’m not talking about a RACE problem. I am talking about the final solution to the BLACK problem?

And how long would it take any sane black man to notice this and what kind of psycho black man wouldn’t object to this?

But if I tell that obvious truth about the ongoing program of genocide against my race, the white race, Liberals and respectable conservatives agree that I am a naziwhowantstokillsixmillionjews.

They say they are anti-racist. What they are is anti-white.

Anti-racist is a code word for anti-white.

Precisely right! Failure to protect borders makes all of us victims of illegal aliens. Millions of citizens and legal residents are underbid for jobs by the illegals. Unfortunately, even if citizens are willing to work for the lowered wages, employers still prefer hiring illegals because they like having employees who cannot afford to protest mistreatment.

Even those whose jobs are not taken by illegals become victims. All taxpayers wind up having to pay for unemployment and other essential services for the families forced into unemployment and poverty by the illegal aliens. In many cases we wind up paying to support the illegals themselves.

Never again will I vote for anyone who does not actively work to protect our borders.

vickie105, we waited for enforcement all through W and his daddy. That was a colossal waste of time too. This is not a partisan issue and trying to make it one only prolongs the problem.

The Legislators missed one needed reform against illegal immigration, namely overturning, in the commonwealth, Bill Clinton's unfunded spending mandate, Exec Order 13166, which costs VA taxpayers millions a year in other language translation, printing and basically pandering to non English speakers.

ENGLISH is the official language of Virginia. The only rationale for making Virginians put up with and pay for Mexican-Spanish speaking illegal aliens, too lazy or stupid to learn English, is Democratic Party pandering.

I'm also fed up with illegal alien activists spreading anti American insurgance messages on Mexican speaking radio stations.

Boycott their broadcast sponsors Virginia!

My representation in the General Assembly is about as bleeding heart liberal Democrat as you can get.

If ever any bill is introduced that takes a penny of our tax dollars away from programs that benefit illegal aliens and their illegitimate anchor babies in Fairfax County, both will stand up on the table and shout down anyone who dares say that money is only for legal residents.

As much as I would like to get excited about someone - anyone - in the General Assembly actually standing up for the rights of legal residents in the Commonwealth, and making the lives of illegal aliens more uncomfortable, I know better.

Too many times we've heard this, and too many times nothing ever materializes.

The Democrats control Northern VA (except Prince William County), and as long as they are in control, all illegal aliens' demands will be met.
